It could've been anything, maybe his girlfriend hired the guy to follow his movements. Maybe just a tourist finding that shot interesting for some reason.
Taking photographs in public is completely legal, so no need to paint this guy as someone evil until you know what's going on.

Does the foto ferret have a short mane of white hair, not unlike Nature Boy Ric Flair.

I’ve seen a guy vaguely meeting this description on the riverside the last two days. Shorts, t shirt, about 5 foot 8. I assume we’re talking about a white guy. Currently wandering by the river bank across from street 118 and appears to be carrying a small point and shoot camera.
