Carnet de Residence Books to be issued to foreigners?

- In order to be added to her own Carnet de Residence, my wife must first be removed from her Family book?
Nops, she has to be removed from her old Carnet de Residence.
The main difference between these books is mostly about inheritance (to kids) which is why (imo) foreigners aren't allowed on the family book as they aren't allowed to own property (mainly real estate).

Are you legally married? She can start her own (unattached to her mom's or something) if so.

Carnet de residence just states who lives where. It's not really legally binding I'd think, and it's quite common for people to not update it at all. My fiancee for example has lived with me for about five years and is still registered at her mom's house.

If you're legally married, I'm pretty sure a foreigner can be in the family book. We're getting the marriage certificate next week, but I doubt we'll bother getting one until a kid comes along (either residence and family book). Should be possible to get your own, then add the kid? Or is the kid registered back in the province?

Kiwi is the expert on these matters though, so I'll let him advise you.

Yes legally married. Everything I've read indicates foreigners cannot be entered in family books, as noted in the last few posts.

From what I understand, the Carnet can be used in place of a family book for many public services, so useful in that regard. Given everyone is supposed to have one, I'd prefer to be ahead of the curve when they decide to start enforcing them.

Progress today was a letter issued by the district so that her own Carnet can be issued in Phnom Penh, and then we'll add myself and the boy.

Carnet de Residence is a legally binding document, and can be used in lieu of a Family Book, if in possession of both, the Family Book takes precedence over the Carnet de Residence. Parents do not need to be married to get their own Carnet de Residence, once a child is born they are a new family unit and entitled to both their own Family Book and Carnet de Residence. Many Cambodians never bother deregistering from the Sangkat where they were registered at birth, yes legally they are supposed to register where they reside, but it is hardly ever done.

The law with regards to the family book states "Foreigners cannot be in possession of a Family Book", so it is a grey are legally....however if legally married in Cambodia to a Cambodian Citizen some Sangkats will include the foreigner in the Family Book, most won't.
