I probably can't say too much without getting booted but there are numerous areas in Phnom Penh known for this type of trade and it happens more or less publicly.

You may have a hard time seeing it because Chinese people are generally not approached about ganja, but about Ketamine and others.

How is your spoken English? You may be lucky if you go to some place like, I don't know, Riverside for example, and show the photo to a driver and ask for it. Maybe they will know where to get it.

Good luck
I'm sorry. I have to say I tried ketamine once, and it made me afraid of him, and I couldn't control how I felt. It was horrible.

I don't think there is much in Sihanoukville but if you go to Kampot there are numerous places to find it. It is very popular in Kampot.

mostly old Khmer people use it in soup to help with sleep and pain. young people do not seem to use it.
Some Barangs use it for fun, lots of people use it for medicine.
Some farmers use it for pig food, they say it makes the pigs get fat faster.

It's a weird one, because I have never seen much evidence of young local people smoking cannabis here. I've talked to a close relative who said they used to smoke bamboo bongs back in the Lon Nol days when he would have been a young teenager, this seems to have died out.
I've met the odd person who runs a backpackers or whatever and goes all Bob Marley but that is rare. Anytime I have heard of a local kid, whether family, friend's kids, neighbors etc going off the rails it is always yamma/ ice. The club raids recently seem to be netting a lot of ecstasy-type pills, methamphetamines and surprisingly ketamine. Ketamine used to be readily available here OTC but at the time only a few crazy barangs were into it. I can't imagine anything more horrific than taking K in a club here with that fucked up music blaring. 8-)

I believe the t-shirt fashion here is primarily because they are colorful and natural-looking, and in another way it's because kids like to identify with something a bit edgy/ counterculture without actually engaging in it.
Silence, exile, and cunning.

Bloody younger generation.
Wearing cannabis and Che Guavara tee shirts as fashion items.

Oh, for good old days of us genuine hard-core pot smoking revolutionaries turning the world on it's head.

Al Rockoff has a couple bamboo bong smoking Rogues in his photo collection so I don't think it's a myth.

China loves opium.
