If you travel around Cambodia, you will be surprised how many places have English schools now. Many Cambodian public schools now include basic English classes as well. Most of the larger towns and villages have English classes. Some of the smaller, more remote villages, don't have English classes yet.
In some villages you may meet people who can have an English conversation with you.
In some places you may meet people who speak simple English.
In some places you may not find people who speak English.
If you spend a lot of time in Cambodia, learn the language, then you can talk to everybody.

Just because they say “hello what’s your name” all the time doesn’t mean they speak English.
It’s like when they say “oooh, che cum-eye chren” after you said “sam Moe tit” in your thick accent. Everyone really knows you got no clue.

A thai mate of mine explained thais are only friendly to foreigners because they think we have money.
Thats a thai who wears a suit and works in sydneys cut throat white collar scene BTW.
