There are people in Cambodia who had a return flight booked to their home country for a date after the airlines stopped flying, and these people are stuck in Cambodia.

There are people who were working for Cambodian NGOs, who thought they may only close for a fairly short time, who decided to stay, so they can continue helping when after they reopen.

There are people who were travelling, and did not hear about the airlines shutting down.

There are people who were teaching English, and now they have no income.

Some of these people have money in savings. Others have little money.
There is a sensible, adult way to solve these issues and there is the dumb ass way. The adult when finding himself financially bereft through no fault of their own, and in a foreign country, will seek help from family /friends back home, or their embassy, or failing those, going to the local authorities and fronting up to the problem. Or as someone posted, even looking for part time bar/cafe work for subsistence income. The dumb ass way is to try to scam a dollar or two from people who have even less. This guy made his choice. Dumb ass.

Make bank account statement mandatory for all tourist who are coming to KOW. Like in EU.
