Definitely looks like an effort to stifle dissent from all directions : overseas Khmer opposition supporters through online censorship, NGOs by red-tape, and local protesters - and, even more worrying, those who report on local protests - will be silenced by fines and jail sentences under these new laws. I imagine that discussing events in a critical and impartial manner will also be frowned upon.
“This is not a patchwork of legislation,” said Kwak No-hyun of Forum Asia, a network of human rights NGOs, in a joint statement issued by the coalition. “If implemented in their current form, these eight laws will restrict the space for dissenting voices and criminalize demands for justice.”

He added that if the draft laws were approved without amendment, they would put pressure on dissidents and persecute those seeking justice.
Not sure how efficient the fb censorship will be - and we can mock their technical prowess as much as we like - but I think that, combined with the work permit enforcements, this is a serious wake up and smell the coffee time. Whether or not the authorities have the means to carry this out, the intentions behind these laws look serious in terms of restriction of civil liberties. Westerners may not be targeted, but will be strongly advised to STFU (because we know where you live and who you work for.)
I'd like to dismiss this as yet another paranoid conspiracy theory. But...

Just because you are paranoid, it doen't mean that they are not out to get you 8) :whip:
