I think most do - For example there are over 1300 NGOs operating in Cambodia providing health care, water and sanitation, agricultural development etc which directly benefits between 20-30 percent of the population. All meaningful activities which give meaning to the lives of the operatives. There is a large development sector where for example expat engineers and other professionals are providing expertise in infrastructure development. Also the large business sector where many expats from various nations are supplying management skills and training. I am sure that people teaching English here get a sense of achievement from educating their pupils. Many retirees here end up marrying locals or having local girlfriends and provide assistance to families and improving the life of others carries a significant amount of meaning.
