We think Shisha is a kind of drug. I wonder what we cosider as drug or not drug?

Though the NACD itself confirmed that samples of shisha provided by the Phnom Penh municipality contained no illegal drugs – as the municipality initially suggested – NACD secretary-general Meas Virith said yesterday that “they contained nicotine, which could have more effect than [that found in] cigarettes”.

“Using shisha and e-cigarettes encourages people to use it [more], and leads to the use of drugs by illegally mixing them with shisha,” he added, noting that the ban only required businesses to stop selling shisha, not to close entirely.

That's the excuse for banning shisha ,(although I'm with LTO on the real reasons for the clampdown), but what about e-cigarettes ? Much as I try, I can't find any reason,( not even the craziest), why e-cigarettes could be the slightest threat to the youth of Cambodia or to the authorities. It's not even like they're getting big taxes off "real" cigarettes like they do elsewhere in the world.
If anything, banning e-cigarettes will make them more of an anti-establishment thing. I can already picture dark rooms crowded with young kids passing around vaporisers.

But seriously ?

I want to start a ''glue sniffing café '' . Judging by the amount of young kids sniffing this stuff, it's ok and not illegal ?

I think you'll find that it's only legal in the street, the gutter or on riverside.

The club is directly opposite the place where I go skating on weekends and after work. The kids I see going in there (and they really are mostly kids) actually seem like a relatively civilized bunch, I don't see them fighting or causing problems or anything like that.

The woman who owns the place is a whore, and I mean that in a literal sense. A very expensive whore, but a whore none the less, and that's how she came to own her Porsche. She also (quite openly) seems to be in a long term relationship with one of Khemerak Sereymun's female dancers.

In other news, there was a group of skaters smoking herbs only a few meters from the club when the cops came to shut it down, and they said nothing to any of us >.>

Looks like the Shisha ban is catching on in Thailand also...

Shisha Banned In All Pattaya Bars & Nightclubs

The Banglamung District Licensing Division have issued a circular stating that sales and use of shisha in all Pattaya bars and nightclubs is banned, effective immediately.

The letter, marked as “Urgent”, is dated 29th May 2015 but was only distributed on Friday and states that all entertainment venues cannot sell shisha under any circumstances and that any bar owner caught breaking the law faces a prison sentence of up to 5 years and/or a fine of up to 500,000 baht.

It also states any bar owner deemed responsible for the death or any other serious incident related to the sale or use of Shisha on their premises could face a jail sentence of up to 10 years and/or a fine of up to 1 million baht.

Interestingly, the Chief of Banglamung District also warns that any police protection offered to bars will not save the owner from prosecution, and any police officers offering such protection are to be reported immediately to the Licensing Unit.

This news will come as a blow to the nightlife industry as shisha is an easy money-maker for pubs and clubs. Often the shisha is supplied to the bars as an all-in-one service on a revenue split basis with the bar having no work to do other than take their cut at the end of the night.
