Cambodia Lottery-barang mind wants to know

Post by Otis »

There is a lottery, presumably illegal. that ordinary Khmer play w great ardor. I have coffee at a local small place in an alley and the people there, mostly ladies, exchange betting slips and other such and yak on about them with vigor. On inquiry, they told me, near as I could understand, that you can bet a number from 1 to 99 and the payoff is 70 to 1. Or you can bet a number from 001 to 999 and the payoff is 600 to one. Lousy odds in any event but no one could explain why the odds are worse on the 1000 number bet.

Is it as simple as stated above? If its illegal why is it so out front, including slips wit 'CAMBODIA LOTTERY'' printed on them?

What's up w this biz cum racket in general?

AFAIK all forms of gambling are illegal. But nobody cares/you wouldn't notice unless there's a police raid. Think "illegal" like driving the wrong way, littering, blind people singing on the pavement, police drinking while on duty - wait, not sure that last one's illegal. It's hard to know the difference sometimes.

I think you need a "permit".

I do none of the above, but it's always good to know what's allowed. What about singing in the street if you're not blind ? :)

From wikipedia https://en.wikipedia.org/wiki/Gambling_in_Cambodia in snippets:
Gambling in Cambodia is officially illegal under the 1996 Law on Suppression of Gambling

. . . The prohibition on gambling, which also extends to all forms of online gambling, only applies to Cambodian citizens.

. . . Cambodian citizens are allowed to gamble through government sponsored gaming including five separate privately run national lotteries.

. . . Gambling as a popular pastime is ingrained in Southeast Asian culture in general and Cambodian culture in particular. Men who don't gamble are often viewed as not masculine. Consequently, despite the laws against citizens gambling, illegal gambling is widespread in Cambodia.

. . . Gambling, usually in the form of card or dice games, is traditionally only socially acceptable during the weeks surrounding New Year celebrations. However, gambling continues year-round at every opportunity

. . . Despite the official prohibition on citizens partaking in any form of unauthorized gaming, gambling is a significant part of Cambodian culture.
That seems clear enough

Is playing poker for money legal when Filipinos invite you around to their place to meet their sister, who is soon moving to your country of origin?

It seems that it would be legal, as long as no Khmers play.

A barang playing cards in the privacy of a Filipino's house shouldn't be a problem. Go ahead.
