Cambodia Lottery-barang mind wants to know
There is a lottery, presumably illegal. that ordinary Khmer play w great ardor. I have coffee at a local small place in an alley and the people there, mostly ladies, exchange betting slips and other such and yak on about them with vigor. On inquiry, they told me, near as I could understand, that you can bet a number from 1 to 99 and the payoff is 70 to 1. Or you can bet a number from 001 to 999 and the payoff is 600 to one. Lousy odds in any event but no one could explain why the odds are worse on the 1000 number bet.
Is it as simple as stated above? If its illegal why is it so out front, including slips wit 'CAMBODIA LOTTERY'' printed on them?

there r lots of lottery everywhere in this part of the world, what do you like to know? to take part or to host 1?

AFAIK all forms of gambling are illegal. But nobody cares/you wouldn't notice unless there's a police raid. Think "illegal" like driving the wrong way, littering, blind people singing on the pavement, police drinking while on duty - wait, not sure that last one's illegal.It's hard to know the difference sometimes.
If its illegal why is it so out front, including slips wit 'CAMBODIA LOTTERY'' printed on them?

I do none of the above, but it's always good to know what's allowed. What about singing in the street if you're not blind ?
