I never thought I would ever say this, but one very quick way to speed things up is double and single yellow lines. They seem to be stopping a lot of cars lately, so maybe they may give those wankers who double and treble park on a main artery road in rush hour whopping great fines. Or at least a week in PS.

buddy drives a 50 cc quad bike. very cool, zippy, and no plates required.
Perhaps charging cars to enter a zone would help.
They used to do this in Singapore, not sure if still in force.
For sure the only solutions will be above or below street level, bot for movement and vehicle storage.

they charge to enter central zone in Singapore an have for the past 20 years or so. PLUS just to be able to BUY a car or motorcycle u need pay for a permit!!
PP is fucked and is going to be worse than any Asian city as a mass transit sky train like Bangkok would never happen
all they can do ( and what they are trying to do) is build satellite cites outside an hope people move there rather than in the city
