Yes! That is about right. If you are here and staying in an hotel, most should take a copy of your passport and visa, then it goes to the police. If you are staying in your own place, better we call it private place due to so many variables. Then you would get the residence permit. from the Sangkat, also the same if you was staying out for some time in the sticks or back of beyond. Like one member posted about his ladies father telling the village chief (Sangkat)
The rules of responsibility, to have a record of where you are, and what purpose why you are there. I do remember being up above Preah Vihear, the village chief came one evening and informed me the immigration was going to pay me a visit tomorrow. At 11am he was here taking photo's of my passport and visa, also asking me what I was doing, then me signing and thumbprinting some papers, any plans after this, would I call at the Sangkat at Preah Vihear and inform them. He had told me they had word from a villager that I was there. He also gave me a phone number if I needed them at anytime. His journey would have been 3 to 4 hours and plenty on dirt roads.

Yes quite, one like anywhere they want to know where you are, just like their own people. But probably more so being a visitor, safety of you, and they don't want you outstaying your visa.

I must say I have experienced quite lax rules so far. Whenever I travel inside the Kingdom I don't carry my passport, all I carry is a laminated copy of my (Cambodian) driving license and some Cambodian bank cards in my name. Passport and original license are in my house, in the safe. Never have I experienced any problems staying anywhere. Maybe it's because when they ask I will tell then (in Khmer) I don't carry my passport with me all the time for safety reasons. Staying with friends and family has never been a problem too, although I know about a guy staying in a small village on the banks of the Mekong without reporting to the sangkat and he was brought up to the immigration police office in Kampong Cham city for questioning, and he was fined. But the issue might be he's from Kazakhstan and he doesn't speak the lingo. Or maybe Khmer new year was about to start and they needed some sugar to sweeten their tea.

Even in the European Union, where all Europeans have the basic right to live and work in whichever country they so choose, you still have to register with the local authorities once you've moved and settled there. You have the right to move around however you wish, but you also have the responsibility of letting the local authorities know that you are living there.

I have lived in both countries and neither one wants us I will move back to Philippines or home to Canada next year. Just tired of the BS.

Strange, have traveled many many times to Cambodia and many times in the past 8 years have stayed with gf's relatives in Poi pet, Palin and Kep plus in our house in Svay Rieng,
never visited a sangkat or registered
and the 10 months back in 2008 when i lived outside PP never registered.
Not to not do it, but never knew i was supposed to
Up until about 18 months ago Farangs living in rental homes/apts/condos in Thailand never had to register and they didn't care.
Now its a big deal
