Eager to get [the Cambodian workers] back to Thailand, Prime Minister HE has signed an order slashing the price of passports for migrant workers from $124 to $4 and promising to have applications processed within 20 days.

I believe the $4 price tag doesn't apply to you then.

But are they hired legally in Thailand? Does having a passport automatically make you a legal worker? It's a step in the right direction, but will it actually change anything for migrant workers (especially with the military in charge)?

The article lists a couple of other things they are doing to help Cambodian workers work legally in Thailand, including getting them work permits. Sounds like Thailand is experiencing some pain already without these workers and wants them back (but properly documented).

I think I can hear the "schwip schwip schwip" of enterprising Cambodian "businessmen" rubbing their hands together with glee.

Is there much of a Cambodian black market for passports?
The idea that seeing the world is going from place to place to look at obvious things is an illusion natural to dull minds.

It will be interesting to hear what the 'facilitation fees' will be on top of the $4.
