I'd say that as long as you ain't collecting passengers for fares the tuk tuks wont bother you. there used to be a religious white guy up in Siem Reap with a tuk tuk full of his amish looking children (not sure if they were amish but sure dressed like it - long dresses and bonnets) and his wife they'd drive them around and aside from a few stares no hassle it seemed. I've also seen a white lady in Phom Penh driving her kids to school again, aside from a few lack jawed stares no gripes from the locals. I'd say you'll be fine.

It not uncommon in 2017 to see barang driving tuk tuks.

They mostly drive for small businesses.

He is perfect for Sihanoukville. He is eccentric, long winded and his story draws you in until you have too much invested to walk away. I spent 7 minutes on his first post alone, I want him to get his tuk tuk as bad as he does after his prized dog was used for a wedding banquet. This man can scam a scammer. I would expect expat frauds to go down by at least 5% in Sihanoukville over the next year.
