Good advice. If I were setting up virtually any business I would firstly be doing some serious research on the competitors, and as flb says there's a lot out there. There are places offering retreats, yoga classes and etc in Siem Reap, Phnom Penh, Sihanoukville and Kampot. If the OPs have not already done so I would they would do well to check all the "opposition" websites to see how they can compete with offered services and price. If I were opening a retreat centre I would ask the French for advice, they have the most experience at this.

As a busy father to a young son Kampot is too far and the guesthouses/hotels in Kien Svay are either not very nice or/and are too close to the city to feel like you've gotten far enough away.
Somewhere surrounded by rice fields but close enough to the city. 1 hour 30 max travel.
Retreat for over worked and underpaid Phnom Penh-ites.
Could work seriously/possibly.

Water usually isn't an issue un Cambodia. Just dig a well... Only a few places where it's tricky (mostly rocky places in eastern Cambodia or near the coast).
