I am not a woman, but I will try to summarize the answers here in a bit less offensive way, since it looks to me, it is a genuine question from someone with a different culture.
I agree to the temperature issue. In most (especially the northern) parts of Europe the climate is way much cooler, resulting the body gets used to lower temperatures. It is like hanging around in an A/C office the whole day and then dying when out on a picnic on weekends, while your friend,that works at a street side stall doesn't even need a fan. So every direct contact clothing layer increases this uncomfortable feeling and lack of experience in hot climate let's many westerners assume, the less clothing they wear, the less hot it is (which they don't realize that this applies only in the shade). So back to the question: removing the bra reduces an additional layer of insulation.
The second factor is of course to appear more sexy, but this is in most other cultures disrespectful, especially when visiting religious places.
However, one poster here was right, a few decades ago the females had not to cover their upper body, but they did it when outside anyway, simply to protect themselves from the sun

I think it’s all cultural.

Growing up in Cambodia, missus always wore bras. As well as fashionable clothes (or pyjamas), high heels (or flip flops), and plenty of whitening cream and always done hair. See Facebook for examples. Step outside what’s expected, and get endless criticism from the locals.

In America, no one cares about all that. She only wears bras to formal events (parties, etc.) lets her skin go dark, and wears a hoodie and a baseball cap going out most of the time. She actually likes going bra less and feels more constrained wearing one.

When we retire in Siem Reap in a few decades, I’m sure she will convert back to what is expected at that time.

Women have a much higher sense of what is the correct fashion and social conformity.

This topic needs more research. A visual check is not enough - looks can be deceiving - so someone should be out on the street where these so-called white women gather and test the bralessness by touch. With photos please. Only then can we agree with the proposition: "many white women in cambodia not ware bra when go /walk outside".
