I am not trying to set in concrete any definitions, or even judgments, about any aspect of Art. That is one of the essential elements of art. imo. It moves everybody on a very individual level. (or not)
But i do have my own criteria.
To me, Banksy is a Street Artist about as much as this >> is a Surf Movie

Particular note to these three points..
1/ Totally agree - and a very good distinction you make re for study of particular art styles.
2/ Banksy's move towards "legitimate" practices, usually a good thing, actually de-legitimises him as Street Artist in my book.
The anarchistic act is one of the main characteristics of this art style - although, admittedly, not crucial.
But your noting that Banksy has worked very hard on maintaining his elusiveness and secrecy is a big mitigating factor. That is also one of the distinctive ingredients.
3/ But this is probably the definitive factor for me in rejecting his renewal to the Street Artists Guild (imo) -
Impermanence. Non-attachment. Anti-"possession". (as expressed by hijacking private and public infrastructure as is its canvas)
definitely are crucial to Street Art for me.
Banksy rejects all that - actually works against it.
But good luck to him personally - and i promise i will tell all this to him exactly, but politely, if i see him on job around here.

Banksy’s Shuttered Dismaland Will Be Repurposed for Migrant Shelters in Calais
After a five-week-long, sold-out run, Banksy’s Dismaland is no more. The anonymous British street artist will be repurposing the structures from the dystopian theme park to help build shelter for a migrant camp in Calais, France.
Workers began dismantling Dismaland today, a process expected to take three weeks. The “bemusement park” website has been updated to include a photo showing Banksy’s creepy take on Cinderella’s castle surrounded by a tent city.

The EUIPO held Banksy's applications were filed in bad faith. The position might be quite different under Australian trade mark law where the threshold for bad faith is relatively high: that is, 'conduct falling short of the standards of acceptable commercial behaviour observed by reasonable and experienced persons'.
Famous graffiti street artist Banksy's battle with London-based greeting card company Full Colour Black has reached Australian shores. The European Union Intellectual Property Office (EUIPO) decisions suggest that the Australian oppositions to registration will have to resolve a number of interesting questions that go to the heart of what ought to be the subject of the statutory monopoly in Australia for trade marks.

Two of the most important indicators of Street Art authenticity for me are Impermanence and Anonymity.
that is hardcore, all the rest is decor - whatever it's artistic value.
