Not much information to go on, but it looks to be an error message from the anti-spam system.
It's possible that he chose a username that is already banned.
Or, was posting from an IP that is banned (not likely).
Or, his email address is on a ban list.
He should just try again.

I've been "mass banned" from a forum before off of an apartment complex IP address. Not sure who was doing what but a few of us had to email the admin and get our specific usernames whitelisted.

told him to try again.he has never tried to sign up before so cant figure out why blacklisted for a ip address in KK
