While indeed Cambodia does not have the best health system in the world - and in the case of COVID-19 you might want to be elsewhere - which other country in the world has said to waive all medical costs in the case of COVID-19 infection? Can you name one, please?
So, yes, although Cambodia has a very limited health system, it HAS A BIG HEART!
And that's why I love it.

In my case it doesn’t really matter, it was just a holiday flight, but if it was an expensive flight for two across the globe.... and your funds are limited...
They are probably just overrun and lacking in staff at the moment.

I'm sure you'll get everything back. At least you're not in a rush.

Maybe, but that doesn’t solve the problem for people needing that money for another ticket. I can imagine some followed the advice from their embassy, bought tickets and are now short of money and pretty desperate with nearly all fights cancelled and the remaining flights at ridiculous prices.
If you’re not familiar with Cambodia you’re probably very uncomfortable sitting it out here.

And to everyone travelling on the plane this is my private advise only, and yea, I dont know nothing,, I'm talking shit. But until I see evidence of planes air filtering system being cleaned before and after each flight and the filters capable of filtering the virus from the air that other passengers have breathed out.,,,,, Wear a good mask while on the plane . Change to a new one half way through the journey.
Cambodia,,,, Don't fall in love with her.

Considering that 3 days ago, the Embassy issued a statement saying "Regardless of your destination, age or health, our advice is do not travel at this time", they may agree with you on that.

why have airliners and cruise liners been given a free pass?

Anyone flying back to Australia will have to quarantine at a hotel for two weeks

The Australian embassy in Phnom Penh is hoping to charter a flight out of Cambodia for more than 500 citizens who fear being stranded amid the coronavirus lockdown.

Meanwhile private contractors say they are also making lists and drawing up flight paths for desperate Australians seeking to leave the country.

Ambassador Pablo Kang said on his Twitter feed on Tuesday that his embassy is in the advanced stages of organising a flight from Phnom Penh via a secondary country to Sydney for Sunday.

Cambodia is one of the few countries in the region that does not have direct flights to Australia, normally transiting through Singapore, Kuala Lumpur or Bangkok.

Kang urged any Australians wanting to leave Cambodia to contact the embassy or the Department of Foreign Affairs and Trade immediately.

The Australian Embassy, Cambodia has been successful in negotiating a special flight for Australians to return home. The flight is scheduled for the afternoon of Sunday 12 April 2020.
International travel is already extremely difficult and will only get more challenging in coming weeks. All Australians wanting to return to Australia should do so as soon as possible. There are no plans for the Australian Government to arrange a free charter flight.

To purchase a ticket please email [email protected] ASAP (no later than Thursday, 9 April @ 5pm). Seats will be allocated on a first-come, first-served basis, also taking into account special health considerations.
You will need to include the following information:
• Subject title must read: Purchase Ticket Request
• Full name (as appears in your passport) of EACH person travelling
• Date of birth of EACH person travelling
• Passport number for EACH person travelling,
• Telephone contact number
• Citizenship (if not Australian) of EACH person travelling.
All travellers arriving in Australia will need to undertake mandatory 14-day quarantine at designated facilities (e.g hotels), in their port of arrival.
