The US didn't actually move into Cambodia till May 1st. April 28th was, from the link, just the day that Nixon approved the incursion. Unfortunately it was a little too late. I believe if it had been done earlier, like around 18th March, then it would have had a much greater effect. By the time it did happen the PAVN/NLF had already withdrawn most of their forces and equipment from the border areas and set up a new HQ, in Kratie city.
