In a televised address, Nixon announced the attack on Cambodia in 1970, saying it was necessary to defeat the People's Army of Vietnam. (National Archives and Records Administration)

The US didn't actually move into Cambodia till May 1st. April 28th was, from the link, just the day that Nixon approved the incursion. Unfortunately it was a little too late. I believe if it had been done earlier, like around 18th March, then it would have had a much greater effect. By the time it did happen the PAVN/NLF had already withdrawn most of their forces and equipment from the border areas and set up a new HQ, in Kratie city.
