ANZ Royal which has changed name to J Trust Royal and ANZ in Australia are different banks.

You are paying a withdrawal fee because you are withdrawing with a foreign card from a foreign bank. You're complaining about the totally wrong ANZ and have no reason to use ANZ Royal/J Trust ATM in the first place.

Your bank is ANZ in Australia, not J Trust Royal former ANZ Royal. ANZ Australia, where your card is issued from, does not have any operations in Cambodia.

I have given up on trying to get online banking working again. But, now I have a new problem - my Visa Debit Card is being rejected at Visa ATMs and also when trying to make a purchase.

I emailed their customer care and told them about the problem. I also told them that I am currently in Oz so I cannot call their customer service number. They replied saying to send them my number here and that they would call me. I sent them my Oz number, and surprise, surprise, they actually called me back!
They confirmed that my money is still safely in my account, and said that my Visa card is not blocked and should be working. Today I am to go and try at a couple more ATMs and report back to them. (I am not expecting a positive outcome).
So, yesterday I tried to withdraw from 3 random ATMs (NAB, Westpac & ANZ) and as expected they failed to dispense any loy.
I reported the result back to JTrust customer care.
They finally called back about 1 hour ago and told me to try again but this time instead of selecting Savings account, select Cheque account (my account is a Savings account).
So, I just went to the nearest ATM, chose Cheque account and successfully withdrew 1000 AUD. :Yahoo!:

Here's a Cambodian bank discussion thread that's not too old, might give you a clue to what you want - business-and-finance/canadia-aba-t18815.html
I use ACLEDA. Tried ABA but got tired of the endless queues and stroppy staff. I also got quite a few dodgy notes from ABA atm with writing on and even torn corners so I went back to ACLEDA. Just to prove i am anally retentive i times myself over a few months. Average wait for counter service at ABA 40 minutes, ACLEDA 15. ABA phone app is more modern and user friendly but the acleda one does what it needs to once you work it out, and they give you a handbook and code generator. Alao i twice wired money to uk on a friday morning and it was in my uk bank by saturday afternoon. Sending money the other way usually takes 3 days!
Why do you need counter services? Practically everything what I can imagine can be done within the ABA app/website nowdays.
1) am old and my eyesight is not great and my fingers are fat so apps are all but useless if I have to type in shit like Ibans. This is something people dont think about.
2) i regularly move large chunks from mfi deposit back to uk and vice versa. there is no sensible I know of of transferring dollars between banks and MFI other than paying for a cheque and taking it to the bank. that takes aweek by which the time the exchange rate is screwed uo (Brexit) so i take cash and do the trnasfer immediately
3) because I am on old white barang Acleda fill in all the paperwork for me, whereas AB just give me a form with microscopic writing on, and there is nowhere to sit and fill it in
4) The foreign exchange girl is cute :beer3:

I was trying to say that i could not still get money out the jtrust atm since the handover from anz royal. I know i had to pay withdraw fees now there unless you use a anz royal card. Thats why i wanted to know whick cambo bank is cheapest. Just going round to find out fees for each when i withdraw.

I know that have to pay extra with foreign cards but i was letting my frustration show because it was good with ANZ Royal as i never had to pay foreign card withdrawel fees for the last 13 years with my Aussie ANZ cards....
