Locals on Facebook have posted a video of another expat on the streets of Phnom Penh who claims that he was robbed and is homeless. In any case, he needs help.

On her Facebook page, Soy Chan Thany posted a message describing the foreign man as being an Australian, named Serge. His story is that he was cheated by a conman, who tricked him out of his passport and all his money. He also has a lot of stray dogs who live with him on the street.
According to Soy Chan Thany, the man called Serge has appealed to the Australian Embassy, but they are not sympathetic to his problem, so she is hoping that fellow Australians will step up and give him a hand in his hour of need.

Why do the majority of these robbed and desperate cases look like they never had two dimes to rub together?

Well that is my general impression over the years.

Note in the photo above, there is a baby with a red arrow pointing to it, laying next to the homeless dude. Does anyone know the origin of this baby? Thank you.
