William Bryan Glenn IS a certified teacher.
But NOT in Mississippi. In Alabama.
The Alabama State Department of Education does list a William Bryan Glenn.

It says he didn't hold any "certificates" and suggests it's because he was working at schools/universities, but not teaching. He is listed as a "Director" for the university in New Mexico.
Another report says he worked at technical college in South Carolina. He also wasn't a teacher there. He was an advisor.

I also doubt that they would've sent him on his way knowing that, but it all depends on what he told the embassy, obviously. I mean, he went there to get an other pair of pages added to his passport and got his passport revoked, apparently because of old (12-13 years!!!) criminal charges against him. If he kept silent about the shit he was in, obviously the embassy couldn't have done anyting about it. I doubt that he told the truth to the embassy...for reasons we may never know.

I agree with that: I surely would have told them, but I'm not him and like you said, we only 'know' that from one 'source', that may well have played a not so nice role in this whole story... Ah well, it's all just speculating. Personally, I think the US Embassy in Phnom Penh needs to change their policy.
They put William Glenn in a terrible situation, which undoubtedly helped put him in a deadly situation.
They do claim to have American citizens' safey at the top of their list. Their passport confiscation policy seems to suggest otherwise.
They enable him to travel all the way around the globe, and then revoke it. Yes, he might have left illegally, but he was still able to do it.
I have no problem with them confiscating the passport of criminals, but at the very moment they do that, I feel they are 100% responsible for their safety.
I don't think it matters whether he told them "someone's out there trying to kill me!" or if he said "I just want it back!" or even if he gave no comment about it at all.
The moment they take an American citizen's passport away, they effectively paralyze him and make him an illegal in a foreign country.
He can't legally stay in a guesthouse, which probably the most paralyzing.
They set you up for a "shit happens" scenario.
I think the moment they decide they SHOULD take his passport while he's overseas they need to do one of 3 things:
1) Immediately take him into custody. Then they're safe. Yes, it's a pain in the ass for the criminal citizen, but haven't been pushed into a "shit happens" situation.
2) Give him back his passport for the time being and let him leave. Even if he's wanted for murder back home and hasn't paid child support in 9 years.
3) Give him back a valid passport that's ONLY good for onward travel back to the States.
Sending an American citizen out the door of the Embassy without a passport is just wrong.
So, the Embassy needs to decide if it's serious enough to take his passport on the spot and take him into custody, or reluctantly let him leave with his passport for the time being.
You just can't take an American's only travel document away from them while they're in a foreign country, period, unless you safely detain them as well.
It is kind of like an Air Marshall approaching you mid-flight and saying you don't have the right to be on that flight because, although they let you on the plane, they just realized you shouldn't be allowed to travel because of your criminal record, so you either stay with them and be detained upon landing, or jump off the plane now.
Also, I'm dying to know if they actually gave him the CHOICE to be detained at the Embassy and face the music or not.
Surely they didn't just take his passport and give him NO OPTION to immediately turn himself in, thus forcing him out into the streets, making him an illegal drifter. That would be wrong on every level.
Do we know if he was given a choice, or did they just take his passport and give him no choice but to walk out of the Embassy empty handed with no passport?
