All extra that you pay on a non-EDC electricity bill is literally tea money. Official price for going to and from EDC wouldn't be more than $5 even by taxi from the other side of town. Offer him $5 compensation or something.
You pay what the landlord asks, negotiate something lower, or move.
I don't even think EDC would come and hook your single apartment up to private line. If that were even possible, the landlord would do it for each individual apartment, as the price for electricity is cheaper per account if you don't use over a certain threshold.
And there is also no chance you could show up at EDC and say, "Oh, I'm not paying the
whole bill for the apartment complex, I just want to pay for what my meter says in my room."

BOFH is delusional to think that you can open an EDC contract that easily.
You need to show the land title in your name (or alternatively be written as a long term leasee on the back) or they won't bulge.
From experience on the matter of prices:
A long time ago when I was living in PP and going to settle the bill myself on behalf of my SR resident landlord, I was outed by EDC as a foreigner paying the khmer price. There is (was?) a special rate of about 1000 Rl for foreigners.
Nowadays I rent a condo where I am charged 1500rl per kW and this is a rip off especially if you use air con.
In the near future I will charge western tenants myself as an building owner. I intend to charge a minimum of 1000 Rl per kW possibly up to 1200rl.
One need to keep in mind that electricity in condos is being charged higher than EDC's official prices to account for collective areas and services consumption such as lights, automatic gates, elevators etc..

Out of all the houses I've rented I think the name was correct only on one EDC subscription. I pay the actual EDC rates at the actual EDC offices. Not once have I ever experienced or even heard of anything like your experience with being discriminated by the EDC. I've been personally paying my bills (in somebody else's name) for years and never had a single issue. Not once. But neither do I live in overpriced service apartments with a landlord nannying me.
