It's up to the landlord to decide the rent price. Charging outrageous amounts per kWh is a common (thieving) way of boosting the rent.
You can actually have the subscriber info changed at EDC. You are their customer, not your landlord.

If you want to save face you can always have EDC disconnect your landlord from the house and install your subscription separately. All extra that you pay on a non-EDC electricity bill is literally tea money. Official price for going to and from EDC wouldn't be more than $5 even by taxi from the other side of town. Offer him $5 compensation or something.

What about my contract? It says I will pay .30/kWh. Oh and don't be surprised if the EDC subscription isn't even in your landlord's name. It's very common that people don't go through the proper procedures for changing it. Either because they're lazy or don't know how to, I don't know, but it doesn't take much more than showing up at the EDC office waving your proof of residence and paying some admin fees.
You need to go to their actual headquarters and not the branch by the way. They're on the way'ish to the Japanese bridge and speak English nicely.

Setup an alternative link and I don't see the problem, you just pay .30/kWh for a disconnected line that never gets used. Apartment complex or not, wires somehow go in and out of there. A year ago around this time of the year a lot of people were complaining about their bills skyrocketing due to unstable electricity supply. The glitches would cause fridges and aircons to haywire as they would restart so frequently and consume way more electricity powering up.
It may be worth getting the voltage checked. If it fluctuates too much, install stabilizers. Normally it jumps pretty aggressively from 230V to 200V in my area, which of course leaves its marks. Make sure you get the right kVa for your W. I had to go through this equation with a 2150W washing machine that enjoyed burning extension cords off the wall. 3 kVa stabilization did the trick there for me. Never needed a battery for house utilities which is nice for my wallet I suppose.
There are definitely more short outages going on right now. My UPS is recording a lot more outages than it was a couple of months ago. The longest I recorded this month was around 40 minutes last week. This is pretty expected around March-April. Heads up, nightly glitch storms will increase your usage quite noticeably.

Our power bill nearly doubled last month from $80 to $140. I firmly believe at least one of the neighbors is jacked in on our supply though.
