Genuine question as I don't like shopping much and prefer to shop at outdoor venues. I'd never 'hang out' at the mall and drive all the way to TK avenue to watch movies because the rabbit warren one must traverse at city mall drives me nuts.
If a mall had windows and natural light I'd be more inclined to hang about but enclosed spaces oppress me.

a real mall:
one that has various shops an stores ranging from specialty shops to supermarkets, chain stores/dept stores
a food court an various places to eat
a theater
a discount floor/area with discounted goods
Book stores
SPACE to sit down and read, relax wait for the wife/kids
Possibly a place for kids to hang out or be left in the care of staff
bowling alley, pool hall??
Of course air con ( or heat if needed)
NO WINDOWS, same as a casino the owners do not want you to think about outside or what time it is. your there to spend $$$$$$$

Supermarket
Fast Food joint
Tenpin bowling
Swimming pool
Billiard hall
Golf driving range
Under cover parking
and more.

To me, this seems like the classic expat syndrome where you want all the conveniences of "home" at third world prices. Remaking PP in our own image, but (of course) cheaper.

I love shopping malls. Air conditioning, especially on a hot sticky day, lots of pretty girls and a 3D movie theater. All my kids are gong to love that.

Phnom Penh is a capital ( and wants to be a modern )city and as such is required ( by the people's standard) to have a shopping mall just the same as all other capitals around the world do. You don't have to use it if you don't want to.
