I don't even look into it at all unless there is reason for concern of some type.
The last thing we need to do is turn into conspiracy theorists like Scobienz and assume every new member is a troll and call them out on every minute detail like if they say "here" instead of "there", LoL.
We delete obvious spammers from Russia, etc, but that's about it.

Anyone can set up an account and post. That stays the same. But if you want to grant regular members the power to nominate or vote off other posters without someone voting 5 times through sock puppets you need to verify that they are genuine or sincere.
Or if you want to set up an invite only section it might be a good idea to a) be discriminating when handing out invitations and b) be liberal kicking people out if their first post is a huge red flag of inappropriateness.
Scarier than malaria.

The "regular posters" who essentially get to do what they want and drive others away if they just don't like them. You'd have people doing PM campaigns to get negative votes on someone that upset/annoyed them, and a lot of unjust bans and censorship of more than just trolls.
If people use the karma, we do see why the negs were for and consider such things if someone goes too far negative... especially when determining if they've done something to get banned. But really, banning trolls just encourages them and their attention seeking behaviour. then they make a new account... and another... and another. trying to keep them banned gets tedious. ignoring them works so much better.
To give a clearer idea on what % of users you're talking about I did a few SQL queries on the database...
We've had 130 distinct users log in over the last 24 hours, so the suggested number would still be less than 25%... 203 in the last week, making it only around 12% of those. a pretty small minority still getting to have their say about who can post what.
We're not Thailand... we don't need a Junta.
