Abusive teacher at Siem Reap School

I have noticed several posts on the FB group, Expats and locals living in Siem Reap, Cambodia, over the last couple of years concerning this one teacher at a school in Siem Reap abusing her students. If she truly is treating the children this way, then why is nothing being done about it, surely a foreign teacher doesn't have that much power and influence that the principal/police/teachers/parents are that afraid do anything about her.

This is the most recent post I have read about this abusive teacher...
When I was bullied in school I didn't have a voice. Now that I do, I try to use it as best as I can. I witnessed something awful whilst I was teaching- Child Abuse. The principal of the school I taught in in Cambodia asked me why I resigned and here is my reply. Please, if you ever witness any type of abuse, do the right thing and stop it! Even though I was harassed majorly after it, I knew it was the right thing to do.

Dear Mr. Seng Long,

You asked me if I have resigned and why.
Yes, I have resigned and here are my reasons.

A few weeks ago, I came out of my classroom, because I could hear a child screaming, When I walked down to see what was happening, I could see Teacher Chelsea holding a sliding door against Hommsolina from K2A. Hommsolina did not have a shirt or skirt on, just her underwear.
Teacher Chelsea was squashing her between the door and laughing. Hommsolina was screaming and crying for her to stop. I asked Teacher Chelsea to stop three times before she did.
When I reported this to Teacher Sinane, the Head of Academic Staff, I was told that I have no authority to speak to Teacher Chelsea, that I have to understand that she is strict, I did not know what the child had done and it was none of my business.
I am telling you now like I told Teacher Sinane I do not care what Hommsolina did! There is never ever a reason to treat any child like this.
You spoke about our teaching philosophy recently and mentioned Children's Rights and Needs. Hommsolina's right to being treated respectfully was taken away as she was held between a door screaming for her mother and father, while Teacher Chelsea laughed and the other children did too.
I spoke to Hommsolina after and she said she never wanted to come to school again. Hommsolina was abused that day. I witnessed child abuse in your school Mr. Seng Long. I have been teaching for a number of years and never experienced anything like that.
I spoke to Teacher Sinane on three different occasions and she said once again for me to mind my own business, Teacher Chelsea is strict and sometimes loses her patience. I am strict Mr. Seng Long. I lose my patience. This is normal. Sometimes I raise my voice or give extra home work, but no matter how impatient I get, the solution has never been or will ever be to abuse the right of a child.
This week I went to fill my water and spoke to Teacher Chelsea's local teacher. Teacher Chelsea said for me to get out of her class, because I am a stupid, smelly, filthy, ladyboy animal. She screamed this in front of her already terrified children. Once again, I reported it to Teacher Sinane, and surprisingly I was in trouble again. Your wife, Madame, feels I should not have been outside of my class when it was teaching time.
No matter what Teacher Chelsea does, I know that no matter what I say or do, I am the one that is constantly going to be in trouble, because she is treated like royalty in your school.
This woman is a highly angry and abusive person. I do not understand how you can keep her in your school.
I cannot stay in a place that allows child abuse and that is why I have resigned Mr. Seng Long. I am disgusted that you allow this type of behaviour in your school and I have reported Teacher Chelsea to a number of local authorities that deal with Child Protection and Abuse.

My wife was a teacher at smart kids for a year and saw all this kind of behaviour far too often. She tried speaking to the female teacher Chelsea (whom A lot of children fear, and with just cause) but she continued this behaviour even becoming physical with the man whos business is near mine. My daughter told me of being locked in the bathroom with the door shut chelsea behind the door and chelsea turning the lights off in the bathroom while she cried scared inside) 5 years old and being locked in a bathroom with no lights due to not spelling correctly (chelsea cannot even pronounce words properly) on another occasion my daughter said teacher chelsea held her over the toilet and flushed her feet in the toilet water. My wife left and we removed our five kids because neither chelsea nor Mr Seng nor Mrs Jan (chan) the directors wife (also head office lady) would do anything to stop this behaviour.

A few thoughts:

1) Could be just hearsay --- teacher vs teacher vendettas and smearing are not exactly unheard of here --- witness the whole Chuang2u episode.

2) If true, and a pattern rather than a single act, would not parents catch up with it and come in extremely pissed off?

3) Not having a go at all teachers --- sure there are some good and well intended ones here --- but this case (if true) really points to the need for regulation and stricter hiring standards here (particularly in the case of young children who may be more vulnerable to abuse). What is the reputation of the school itself?

Where are the parents? A psycho-teacher getting physical with a man? In my book that grounds to restrain the teacher (with extreme prejudice.) I would like my 16 year old son to be in that teacher's class, (he's 6ft8in) she would get a lesson in humility.

Huge long thread on backslappers.com where chuang2u was accusing another for ruining his teaching career by spreading malicious gossip over a period of years. Still not sure who was right or wrong -- a real shit slinging fest.

At one point there was photographic evidence of the abuse on the Siem Reap expats page; it was removed because it clearly identified the child being abused by this teacher. This isn't a case of sour grapes, I know one of the two Facebook posters above very well... he's not the kind of person to make things up or start a mud slinging contest. He runs a successful business in town, he's looking to open another and he manages a family of 5 kids with his wife; he has no time for starting trouble.
