Cambodia has thrown up more obstacles to ensure foreigners don’t visit the country starting with a requirement that forces travellers to deposit USD3,000 with a bank at the point of entry to cover any medical and quarantine costs.

The deposit rule is written into a pricing list released by the country Minister of Health, who chairs the Ministerial Committee to Combat Covid-19. The latest ruling was dated 11 June.

All travellers excepting those on diplomatic or official government business must hand over the USD3,000 deposit either in cash or as a deduction from their credit cards. In addition, they must show to immigration officials proof of medical insurance for the value of USD50,000 and a health certificate that states they are free of Covbid-19 infection valid for up to 72 hours.

I hope tourism drops to zero.

Whilst were at it, lets pull all foreign aid out as well. High time Cambodia stopped suckling from the Worlds bleeding-heart teat.

HE might have to pawn that 3 million dollar watch.......and his cronies might have to do with one less mistress and one less Bentley in the driveway as they're forced to take care of their own basic infrastructure and social needs programs from the sweat off their own backs..........sob.

Chinese investors, workers return to Preah Sihanouk

Over 1,000 Chinese investors and workers returned to Preah Sihanouk province between May 23 and June 13, said provincial hall spokesman Kheang Phearum.

Phearum said the 1,066 Chinese nationals arrived on direct flights. Since May 23, three to four direct flights each week from China had landed in Cambodia and authorities are carefully monitoring the health of the passengers.

Test samples were taken and sent to be analysed at the Institute Pasteur du Cambodge (IPC). The passengers were also required to quarantine for 14 days.

Phearum said: “After being quarantined for 14 days, we will test them again to ensure that they are not Covid-19 positive. When we test them twice and they test negative for Covid-19, we will allow them to return to their careers or leave as they like.”

Meanwhile, the province’s administrative officials have been updating the number of Chinese in the province.

Citing provincial governor Kuoch Chamroeun’s comments at a June 9 press conference, Phearum said about 15,000 Chinese nationals are living in the province.

Before the virus outbreak, more than two million of them either lived in or were visiting the province, he said.

Phearum said the province is cooperating with 16 Chinese provinces and cities to encourage investment in tourism, culture, education and sports.

He said the province is prioritising the development of trade, tourism and agriculture to help bolster the national economy.

Specific projects include deep seaports, 10 special economic zones (four currently operating, six in development), an airport and the beautification of beaches.

One important aspect in Cambodia’s favour, it said, is that visas are still comparatively easy to get for retirees as well as entrepreneurs and digital nomads.

It suggests that elderly foreigners should ask for an E-class visa upon arrival, supplying just six months’ validation, with at least one blank page. A passport-sized photo is required, but can be taken at the airport on arrival.

The visa nominally lasts for 30 days and the charge is just $3 but for retirees over the age of 55, an extension can be acquired on presentation of a valid retirement document and proof of funds. The visa runs for one, three, six or a full 12 months and the longer visas allow for multiple entries.

The one-year visa can easily be renewed annually via a retirees’ local estate agent, although proof of enough funds for a year’s stay must be given. It also gives permission to live anywhere in the country as well as leaving and returning as many times as is required.

Regarding the cost of living, it’s far cheaper than in any Western country. For instance, a one-bedroom condominium apartment in a Cambodian city costs around $400 a month rent. Taxes are also far cheaper than in the West.

In the publication’s Annual Global Retirement Index of International Living, a magazine that focuses on the best places to live and invest, it named Cambodia as the cheapest place to retire in 2019.

Earning full marks in the category, the ranking highlights the Kingdom’s attractiveness for retirees and expatriates in general.

The government is drafting a second home policy, which was initiated since 2016, in a move to attract tourist destinations for foreign retirees.

The second-home policy aims to create a new tourism product that will make tourists regular visitors to the Kingdom by ensuring they have legal ownership rights to their second homes that, according to the government, will allow them to own 70 percent of a home. Under current law, foreigners can own 100 percent of a flat or condo as long as it is not on the ground floor.

Top Sopheak, a tourism ministry spokesperson, told Khmer Times yesterday that the Ministry is preparing a second-home policy, but the draft is being processed and it is yet to be finalised.

“The policy has not been officially launched. We are preparing and making some corrections to ensure that it will suit the current situation and to be accordance with 2030’s tourism strategy attraction.

Ho Vandy, secretary-general of the National Tourism Alliance, said similar policies had been successful in Thailand, Malaysia, Singapore and Indonesia. The policy has drawn investor-tourists, families and retirees elsewhere.

“If we can attract these three types of tourists the tourism industry will be more prosperous,” he said, adding this will help protect investors and people in the surrounding areas, while the government will earn more tax.

“Most second homes in other countries are built near the sea and in quiet places because tourists visit to relax in a good environment,” he noted.

There are a lot of CPP supporters that work in government positions, like at the KK and Poipet border , also many that have businesses such as hotels, bus companies and others , that will also be feeling the pain of not having that cash-flow from tourists so I guess that now after 3 months of slowdown in the tourist market these guys will be sending a few moans and groans through the system saying they need tourist back again.
Most of the rich would have their money tied up in assets and businesses and its not as if they can sell them to get money to play with as they have done in the past. Losing money from the visa fees alone would amount to $$$$$$$ , then the money that is not being spent by unemployed garment factory workers must amount to $$$$$,, so someone is hurting right now.
Eventually , life will change back to the old normal , let's just wait and see when.

If you had said this ten years ago it may have made a little impact. But today if people, countries give donations It seems more likely just a continuous norm that is not really so needed has before, but something to quote or write about.
There had been many past instances, such as landmine clearance "that what I am in good favour of", I remember the fuss with the British government whom already pledged and donated until 2025. But the areas first wanted to clear were that of proposed Chinese constructions, but the Chinese had never donated until recently. What I see from the western world is donation without steeping into the country like that of China's actions.

Do you mean they look easy purely based on this nonsensical article?

Fact check:
- There is no applicable visa for digital nomads wanting to live here. It doesn't exist, and many are leaving as a result.
- Cambodia is one of the most expensive countries in the region, despite being one of the least developed in terms of infrastructure

As I said in another thread, there are countries with immigration policies that cater to digital nomads and Cambodia isn't one of them.
