This is the last country in the region I'd choose to have an electric vehicle in, except maybe Myanmar.

Unreliable electricity, especially in warmer months. (yet we had 3 hours without electricity at home today, no warning, no explanation, no answering phones or FB pages by EDC).

Expensive electricity.

Few charging routes on major routes, let alone minor routes.

In ten years time, maybe.

Building your own is the best/only option here in the KOW.
There are lots of conversion kits to electrify existing vehicles and/or motors, controllers and battery options to build something custom.
People are building e-bikes, e-trikes, reverse e-trikes, e-vehicles of any imaginal size or style, e-aircraft, e-boat

They only sell the BMW I3 (it’s got a range extender petrol engine) and non are new. All their other cars are the usual Lexus, Mercedes and the like. Mostly V8s!

I would use my own solar set up to be used as much as possible.

I only need a vehicle (not necessarily a car) to drive around town/staying close to my home, not for touring the country, as I agree with your points.

What setup would you need to charge the vehicle batteries? I bet it’d super expensive and would negate any future savings.

Well, I did start building my own furniture and ended up fixing my own desktop after one computer place just shrugged their shoulders but I'm not really someone that builds e-projects. I also assume sourcing some of the components might be difficult.

There's a charging point for electric vehicles (albeit a relatively slow one) at Aeon 2, and I've seen a couple of Hyundai Konas charging there. No idea who imported them or how much they go for.

Hyundai Phnom Penh had few Kona hybrids in their showroom earlier this year. Didn't ask if they were for sale and for how much though.
