Looks cleaner and less crowded. I can see why people say how much this place has changed.

There may have been less plastic waste but most streets were muddy messes and everyone was broke.

I only saw the very tail end of it, but Phnom Penh in the 90s was nothing like it is now. People who never saw that often complain that the city doesn't really weigh up to their expectations, and I can understand that. However, nobody liked Phnom Penh because it was clean or not crowded! It was quite messy. Off any main routes the streets were all wrecked. There was barely any garbage collection and festering heaps of rotten refuse abounded. A lot of people just set the garbage on fire on the side of the road. There were regular blackouts. Most of the city closed down as soon as it the sun went down and battened down the hatches. Not saying it was that bad and I somehow liked the place enough to move back permanently a few years later. It was a lot improved but by 2022 standards still a total dump.

In fairness, there are plenty of places where the same persists. Developing world.
I quite like it. Except in the wet monsoon/wet season.
