Brief explanation of what the Win-win Memorial represents:
The Memorial is a symbol of national reconciliation, solidarity, territorial integrity, development, and prosperity of Cambodia.

Under the win-win policy, the Khmer Rouge groups based in Oddor Meanchey, Banteay Meanchey, and Pailin disbanded without any clashes. The last zone, based in Anlong Veng district of Oddar Meanchey, was dissolved in 1998, bringing peace, development, and joy for the kingdom.

Win-win Memorial aims to serve as remembrances for all Khmer heroes who sacrificed their lives for the motherland and tell the next generation the real history of Cambodia.

According to the vice chairperson of the construction committee, the statues on the ground floor around the win-win compound had been carved to present the journey of comrade HE liberated Cambodia from Pol Pot Regime.

The Memorial has three has summits, which highlights the three political keys leading to the success of win-win policy (ensure lives, occupations, and possessions).

The five-angel represents the DIFID strategy (destroy, isolate, finish, integrate, and develop); whereas the seven-angel represents the seven successful factors of win-win policy (no wars; no deaths from 1996-1998; full peace and development; no more family separations; develop from low-income to higher-middle income in 2030 and high income in 2050; membership to ASEAN, ACMECS, CLMV; and promote trade and tourism, according to the same source.

The monument just north of Phnom Penh is dedicated to the authoritarian leader’s ‘Win-Win Policy’ and personal legacy

The monument just north of Phnom Penh, the capital, is dedicated to what HE called his “Win-Win Policy,” which saw the last two top Khmer Rouge leaders surrender in December 1998, eliminating the group as a political force and security threat.

HE, in his supreme military commander’s uniform of a five-star general, said in a two-hour speech that he had “joined with other leaders and the people to turn our pitiful soil that used to be a killing zone into a safe land.”

But the monument’s highlighting of the activities of HE makes clear that it is also a celebration of his legacy. The base of the 54-metre-tall structure has sculpted panels depicting various scenes in his life, including him sitting in a circle of villagers eating rice, leading a group of soldiers out of a forest and lecturing in front of a blackboard.

In the nationally televised speech to a crowd that officials claimed numbered 40,000, HE said the peace he helped achieve in 1998 united the country “for the first time ever in its history,” and brought peace and economic prosperity.

“Before, mothers often worried about their sons going to war, wives often worried about their husbands going to war and children often worried about their fathers going to war, but in the last 20 years there is no fear about war and people who used to have to evacuate themselves from fighting now don’t need to move anywhere, and need not have a bunker under their homes to shelter in, either,” he said.

HE’s “Win-Win Policy” allowed most members of the Khmer Rouge to be incorporated into the government’s military and bureaucracy in exchange for giving up the fight and defecting.

They lay those pavers on a bed of dry / damp sand and cement and there is nothing to bind the pavers to the sand /cement base. The pavers should be coated underneath with a cement / water mix before placing them on the base.
The used the same method on riverside and there are already many loose ones that have been replaced.
Cambodia,,,, Don't fall in love with her.
Like the spoilt child she is, she will not be happy till she destroys herself from within and breaks your heart.
