Phnom Penh still dry for Khmer New Year?

Looking to escape Thailand over Songkran, and just want to check my understanding that there are no water battles in Phnom Penh.

No water battles but a bad time to visit because the city empties out and many places are closed. I'd recommend KL or Singapore or Hong Kong if you have more than $700 to your name.

Thanks. Was probably going to bracket the trip over with a day or two of extra time. But a bit of desolation sounds pretty [Expletive Deleted] good, too. Burnt out on HK, Singaporeans make me want to club them over the head, and KL is a snooze IMHO.

An option is Vietnam. So many places to go and drinks, cigs and meals are much cheaper than Thailand.
