Kratie / ក្រ ចេះ (kro je) does mean "poor know how to." I have heard it said, the people in Kratie were poor, but had a lot of skills. People who speak Khmer know this.
As for the other interpretations, these words may or may not have other meanings. If they do, they are not meanings commonly used in everyday conversation.

If you talk to Cambodians about Kampong Cham, a small proportion of them will tell you it refers to the Cham ethnic group.
Cham (pronounced jaam), another word which sounds the same but is spelt differently in Khmer, means to "wait." The majority of Cambodians will tell you Kampong Cham is where they used to wait for the boats. The name has actually changed over the years. The old longer name made it clearer.
