In two different areas of restoration within the Angkor Archaeological Park, Japan steps up funding, while the French pass the buck to the Apsara Authority.

Bayon restoration to resume

The Japanese and Cambodian governments have allocated $1,5 million to fund phase five of the Bayon temple restoration project, a Unesco official said on Tuesday.

Unesco Culture Programme Specialist Philippe Delanghe told The Post yesterday that the project which is slated to begin this year will be completed in 2020. This is according to a mutual agreement signed by the UN agency and the Ministry of Culture and Fine Arts.

The project is backed by the Japanese and Cambodian governments, with each contributed $1 million and $500,000 respectively, he said.

Delanghe said: “The financial contribution is necessary to continue restoration of the Bayon Temple.”

The fifth phase of the project focuses on studying and restoring the central structure of the temple, as well as preserving its sculptures which reflect the people’s daily lives during the great era reigned by Jayavarman VII around the late 12th century.

Through Waseda University, Japan plays a crucial role in researching, protecting and preserving the Kingdom’s World Heritage site.

Temple workers to rally at the French Embassy

More than a hundred workers who demanded additional financial benefits from the Apsara Authority before they resume restoration of the West Mebon temple in Siem Reap province have threatened to protest at the French embassy in the capital.

The authority is the state body charged with managing the Angkor Archaeological Park. The 126 workers have stalled their restoration work after the L’Ecole française d’Extrême-Orient (EFEO) centre, which had overseen the project, ran out of funding and passed the project on to the Apsara Authority.

Workers’ representative Chhin Sophal said he had submitted a petition to the French embassy for the third time.

Conservation project channels thinking of Angkor’s original builders
World Monuments Fund completes restoration of the eastern half of Phnom Bakheng temple

The World Monuments Fund (WMF) is celebrating a milestone in its ongoing work at the Angkor archaeological park in Cambodia: the completion of a decade-long $4.8m conservation effort on the eastern side of Phnom Bakheng, one of the site’s oldest temples.

A ceremony this week marking the completion of conservation of the eastern half was also a 30th-anniversary celebration for the WMF, whose work at Angkor began with a 1989 field mission and has expanded so far into a $15m investment. Among the early reckonings was the discovery of a void in expertise, given that the site’s caretakers had fled or perished along with many educated Cambodians under the murderous rule of the Khmer Rouge from 1975 to 1979. Gradually the fund has recruited and trained conservation technicians and other specialists who live in Angkor’s villages.

Other projects overseen by the WMF at Angkor include the conservation of the Preah Khan temple complex, the Churning of the Sea of Milk Gallery within Angkor Wat and the Ta Som temple.

A friend sent this on to me. (Below).It's a union support petition from Labour Start. Dated 17 July 2019.
From what I can make out, the workers all got sacked when the Apsara Authority took over from the French. I guess they were asking for the same wages and conditions as when the EFEO was running the temple restoration, and Apsara said no.

People travel from all over the world to visit the magnificent temples of Angkor in Cambodia.
One of these, known as the West Mebun temple (pictured) was being restored by 126 highly skilled workers who had been employed by the French archaeological agency EFEO.
They are members of the Building and Wood Workers Trade Union Federation of Cambodia.
They had a a collective agreement and good working conditions.
But early last year, they were transferred to the Cambodian Government agency APSARA, which has a history of union-busting.
They were suspended and told that there's no longer money to employ them.
Meanwhile, lower-paid unskilled workers have been brought in to do some of the work.
The unionised workers at West Mebun are proud of the work they were doing.
They want to continue doing it.
They asking to go back to work and to have their collective bargaining agreement restored.

Japan Spends US$20 Million for Cambodia’s Historical Heritage Conservation

Government of Japan, through the United Nations Educational, Scientific and Cultural Organisation (UNESCO), has provided approximately US$20 million for the conservation of historical heritage in Cambodia in the last decade.

Japan's assistance for Cambodia's world heritage preservation so-called Japanese Government Team for Safeguarding Angkor (JSA) was initiated in 1994.

The update was shared by Dr. Takeshi Nakagawa, Director General of JSA in a press conference here in Phnom Penh yesterday, adding that JSA was established following Cambodia's Angkor temple inscription as a World Heritage Site by UNESCO in 1992.

The director general also underlined the JSA's significant role in contribution to the rehabilitation and development of Angkor temple, as well as other Cambodian ancient temples by far.

In its third phase from 2005 to 2011, Dr. Takeshi Nakagawa continued, JSA and APSARA authority jointly established a project called Japanese-APSARA for Safeguarding Angkor (JASA) to renovate and develop Bayon Temple of Angkor Archeological Park, and the operation is still going on.

Beside the cooperation on Cambodia's world heritage conservation, JSA has also helped equipped Cambodian officials and students with heritage conservation skills, he added.

Repair of Third Terrace’s Southwest Corner of Bayon Temple Completed

The restoration of the southwest corner of the third terrace of Bayon Temple has successfully been completed after it started early this year, underlined yesterday the APSARA National Authority.

According to Ms. Meng Sovanlylin, Architect of the Department of Conservation of the Temples in the Angkor Park and Preventive Archaeology, in the restoration process, the team focused on strengthening the wall of the terrace and the soil quality of the foundation.

In this work, the team also used some new stones to replace the old ones that were damaged, she added.

The restoration of the third terrace is part of the four on-going repairs of Bayon Temple’s sections.
The others include the repair of the temple’s pillars, the filling of holes in its stones, and the installation of its steel frame.

The temple’s renovation is made possible through a technical collaboration between the APSARA National Authority and Japan-APSARA Safeguarding Angkor (JASA).

Cambodia News (Phnom Penh): According to the announcement by the Japanese Embassy on October 19, 2022, Japan offered $521K to fund a new Bayon complex restoration project in the Angkorean world heritage site.
Since 1994, JSA/JASA has assisted closely on restoration projects 1 to 5 of the Bayon complex, with over US$27 million in funding from the government of Japan.*
Project 6 will focus on stabilizing the main central tower of the Bayon temple.

Restoration of Preah Khan Temple’s Eastern Terrace Completed

The restoration team of APSARA National Authority has completed the renovation of Preah Khan Temple’s eastern terrace, the authority said in its news release this morning.

According to the same source, the terrace platform, located east of Preah Khan Temple, is one of the structures of this temple built during the reign of Jayavarman VII between the late 12th and the early 13th century as a pavilion or place for the king to travel by boat to the Neak Poan Temple on the central island of Northern Baray. This type of construction can be seen in Sras Srang, Eastern Barray, and Banteay Chmar Temple.

The structure of this terrace was severely damaged, so in 2022, the APSARA National Authority started studying the project to restore and strengthen this terrace structure.

Mr. Chea Sarith, an archaeologist and head of this terrace restoration project, said that the project was divided into two phases, with the first phase starting in January 2022 and now being completed. He added that this terrace was damaged and lost a lot of stones due to the age of the construction, tree roots, and soil erosion, which led the terrace structure to collapse into the water and so on. Before the restoration process, the team excavated and found some stones and put them back in their original place.

Mr. Sarith confirmed that after the renovation, this terrace will be better and stronger, which retains the original value of the ancient construction, making it possible for tourists to know that this is the terrace (pavilion). In particular, it is convenient for tourists to visit the Preah Khan Temple on the east side and to see the view of Neak Poan Temple on the central island in the Northern Baray.

It should be noted that the eastern terrace of Preah Khan Temple was built on the western embankment of the Northern Baray and it was 20 metres by 20 metres. The site was excavated during the French period in 1928. In 2006, the World Monuments Fund (WMF) studied and excavated this terrace flatform to study its architectural structure, and in 2022, the APSARA National Authority started the restoration project of this terrace.

India, Cambodia ink MoU to preserve Ramayana murals in Siem Reap

India is funding the conservation work of ancient Ramayana-based murals in Angkor Wat’s Wat Raja Bo Pagoda in Cambodia’s cultural town of Siem Reap.
The murals depict the Indian cultural impact on Cambodian society.

The Financing Agreement on Conservation and Preservation of Wat Raja Bo Pagoda Paintings is one of the four agreements signed today between India and Cambodia – in the fields of culture, wildlife and health.

Vice President Jagdeep Dhankar, who is here to attend the ongoing ASEAN Summit, today held a bilateral meeting with Cambodian Prime Minister HE.

“The agreement is between Cambodia’s External Affairs Ministry and the Government of India. India will give $70000 for the project for funding the local body APSARA, which will be doing the restoration work, ” DS Sood a conservation expert who is associated with the ongoing Archaeological Survey of India’s restoration work at the famed Ta Prohm Temple in Angkor Wat told ANI.

The temple was built between the mid-12th century and early 13th century by the Khmer king Jayavarman VII. Initially constructed as a Buddhist monastery, it was dedicated by King Jayavarman VII to his mother.

German project marks 25 years at Angkor Wat

The German Apsara Conservation Project (GACP) will commemorate the 25th anniversary of its official engagement in Cambodia. The project is dedicated to the conservation of Khmer monuments in Angkor and beyond.

On December 14, a reception hosted by German ambassador Stefan Messerer will be held to celebrate the occasion. Those in attendance will include Minister of Culture and Fine Arts Phoeurng Sackona, UNESCO representative to Cambodia Sardar Umar Alam, vice-president of Cologne University of Applied Sciences (TH Koeln) Sylvia Heuchemer and head of the German Federal Foreign Office’s Department of Culture and Society Ralf Beste.

Under the umbrella of UNESCO, around 15 countries are active in different international projects aimed at safeguarding Angkor, said a December 13 GACP press release.
