unripoff price for Bargirl Short time is?

What I've noticed about the massage parlours is that they want you to get completely undressed and put a towel on before they will give you the "special" massage. Even if you only want the special and don't care about the real massage.

I wonder if this is a legal thing, where they have to go through the motions of getting a real massage in order for them to look legit.
