a little boat, and a patch of sandfly infested scrub on one of those little islands out of Ream national park are well within your means.
try to get on the windward side of the island to avoid the worst of the sand flies.
some of those islands are only 2-3 km offshore, and certainly you CAN rent land there very cheaply.
that bay is very calm in almost all weathers, and a completely neglected area of operation.
build in bamboo, pay small rent to the village and live cheap.
you could hook in some backpackers to a little beach hideaway.
you may as well have an adventure.
a bar in the squalid surrounds of snookerville is not an adventure.
if you are old, disregard all i have said.

Thanks franck lee, so do you think i could find people to build it ? where i will find all furniture for the bar ? It s never easy in island.

You gotta give this guy credit for perseverance in the face of repeated (and true) comments telling him his dream is not possible.
My recommendation would be to come back to Cambodia and spend a month in the town of his choice looking at all possible small business ventures and talking to as many people as possible about business opportunities.
If he's lucky he will discover a genuine business that he can buy a slice of, whether it be a bar, cafe, laundry, travel service etc. That way he will be able to learn with a partner as he goes along.
If he's not lucky or careful, he'll end up with a share in a dodgy or just unprofitable business. But he'll still be learning some lessons.

You need to rent a house for $250-300 per month or even less , and then set up your business in your home ,if your landlord allows you.
Then if you must have something special to offer like excellent food and a great hosting personality.
And you will have to be totally hands on and cook and serve all your customers.
On a small scale it could be done if you are any good your business will grow.
Big is not always better ,small can be wonderful.
So if you have a magnetic personality and cook fantastically , I say yes. I have seen it done in many other place in tiny locations around the world.

There are bars and restaurants closing all the time in Sihanoukville. You can find second-hand furniture by looking on Sihanoukville Sell and Buy facebook page.
