OD: you don't get it. This WAS a jab at the police. If they weren't lazy bastards their "family" could be the baht bus mafia/drivers and not some nickel/dime Tuk-tuk thugs. Much more money in running a "system" and not some disjointed three-wheel thug wana-bees. The money would be funneled to the cops who would pay their "family." Much more control over the money, but as I said they are lazy, if they weren't they would be out giving traffic tickets right and left and OH! how the money would roll in.

The head cop(s) need to go to Pattaya and research the Baht bus mafia there. (Same thing would go for a baht bus system in PP, just about the only city in the world without any municipal bus system.) The money is there, but the higher ups don't want it as they are filling their pockets from other sources. Look at the Jeepneys in the Philippines.

They should also send the head of parks and gardens administration, the head of road repairs, cintri, waste water management etc. etc...
