Cambodian car owners with unpaid tax rack up $1.43M fines

(Phnom Penh Post/ANN) — Cambodia's General Department of Taxation (GDT) has collected some $1.43 million in fines from more than 6,000 vehicles with unpaid tax last year, according an announcement on Wednesday.

From February 1 until the end of March, GDT completed the process of fining vehicle owners with outstanding tax from last year, generating $1.43 million from 6,320 vehicles nationwide.

In an attempt to combat corruption and ensure transparency, GDT has allowed taxpayers to pay their fines at Acleda Bank and Canadia Bank since 2013 and has recently made payments available at Vattanac Bank and Cambodia Public Bank. Additional fines will apply to those who did not pay by February 1

Road tax is imposed on all vehicles except for motorbikes, ambulances, military vehicles, police cars, agricultural vehicles, embassy cars and vehicles used by international organisations.

GDT rarely discloses tax collection revenues, though they reported they collected more than $2 billion in total tax revenue last year, up 13.37 per cent from the same period in 2017.

According to the GDT report, tax collection revenues have increased an average of 20 per cent annually over the last five years, with $1.06 billion collected in 2014, $1.3 billion in 2015, $1.5 billion in 2016 and $1.97 billion in 2017.

Tax, customs revenue hits $1.68B this year

Cambodia collected some $1.68 billion in revenue from customs and taxation during the first three months of this year, said Prime Minister HE.

Speaking recently at the 18th Government-Private Sector Forum, he said revenue from the Kingdom’s customs fees accounted for about $668 million between January 1 and March 29 while taxation revenue in the same period was about $400 million.

The prime minister said the increasing revenue serves as a main driver of rapid development and generates projects that are funded by international donors. Many such projects require government contribution.

Cambodia collects 3 bln USD taxes in H1, up 27 pct

Phnom Penh – Cambodia collected 3 billion U.S. dollars from all sources of taxes in the first half of 2019, up 27 percent compared with the same period last year, according to local media on Friday.

The Southeast Asian country has two institutions responsible for collecting taxes.

The General Department of Customs and Excise (GDCE) collects taxes on goods entering and leaving the country, and the General Department of Taxation (GDT) focuses on interior taxes such as income tax, salary tax, value added tax, and property tax.

Cambodia`s 2020 tax revenue collection set to rise once again

Cambodia`s 2020 tax revenues are expected to continue to grow, while transparency is also set to improve as tax officials become more aware of anti-corruption laws, according to the director general of the General Department of Taxation (GDT) on Monday.

Speaking to tax officials at a workshop in the capital on the Anti-Corruption Law, Kong Vibol said that strengthening legal enforcement and the use of technology in tax collection is set to further push Cambodia`s tax revenue growth, especially when a new technological system becomes fully operational in 2020.

"Understanding the anti-corruption law is very important for tax officials. Today, we are working hard on tax reform, especially strengthening good governance, transparency in paying tax and creating a fair playing field," he said. "By strengthening the tax laws, code of ethics, procedures and the anti-corruption law, I believe it will put the tax officials in a more responsible position."

According to Vibol, corruption in the tax sector has been a challenge in the past, as some officials received under-the-table fees from taxpayers or negotiated fees outside the system, making it difficult to audit.

"Now every form will be noted from the system, with every taxpayer or enterprise able to download the online app from the GDT and copy a QR code so we know if it`s valid," he said.

Gov’t Reaches Customs Revenue Goal Three Months in advance

Speaking during a graduation ceremony at Koh Pich Conference Hall, the premier said the government’s goal for customs and excise revenue for 2019, outlined in the proposed budget for the year, has been achieved three months ahead of schedule.

Mr HE expects the General Department of Customs and Excise to collect $800 million over the official goal by the end of the year.

The money will be spent on public investment in priority sectors, he said.

Mr HE said the government earns $500 million a month from tax and other sources.

“Every month, we earn about $500 million and spend about $300 million. This means we are saving about $200 million a month. This money is used for public investment so that we don’t have to rely on foreign governments,” Mr HE said.

Lim Heng, vice president of the Cambodia Chamber of Commerce, congratulated the government for the increase in tax collection.

Cambodia collects 4.57 bln USD of taxes in first 9 months, up 32 pct

PHNOM PENH, Oct. 18 (Xinhua) -- Cambodia collected 4.57 billion U.S. dollars from all sources of taxes in the first nine months of 2019, up 32 percent from 3.46 billion dollars over the same period last year, according to official statements on Friday.

The Southeast Asian country has two institutions responsible for collecting taxes.

One is the General Department of Customs and Excise (GDCE), which collects taxes on goods entering and leaving the country, and the other is the General Department of Taxation (GDT), which focuses on interior taxes such as income tax, salary tax, value added tax, and property tax.

GDCE's director-general Kun Nhim said in a statement that the GDCE earned 2.39 billion dollars in customs and excise revenue during the January-September period this year, up 35 percent compared to the same period last year.

"We achieved 106 percent of the target for the whole year of 2019," he said. "More than 52 percent of the revenue was collected from tax on automobiles and machinery, 17 percent from tax on petroleum, and 29.5 percent from tax on construction materials and general goods."

For the GDT, its director-general Kong Vibol said in a statement early this month that the GDT made 2.18 billion dollars in tax revenue during the first nine months of this year, up 29 percent compared to the same period last year.

He said the GDT attained 95.4 percent of the self-imposed target in 2019.

GDT collects $2.4B in revenue from taxation in first 10 months

The government collected $2.40 billion in revenue from taxation during the first 10 months of this year – up 28.31 per cent year-on-year from $1.873 billion – a report from the General Department of Taxation (GDT) said on Monday.

The amount is equivalent to 105.06 per cent of the GDT’s revenue collection plan for the entire year.

Last month, the GDT collected about $221.91 million in revenue, an increase of 21.85 per cent compared to October last year.

GDT director-general Kong Vibol said the growth in tax revenue was due to the successful implementation of the e-VAT refund system – of which taxpayers and enterprises are well aware – as well as tax collection efforts of senior management and tax officials.

Crackdown on vehicles with unpaid tax

The public must only buy, sell or possess vehicles with legal documents as this will help to ensure law enforcement, improve the culture of paying taxes and maintain public order, the General Department of Customs and Excise has said. Heng Chivoan

The General Department of Customs and Excise at the Ministry of Economy and Finance vowed to take legal action against those using vehicles with unpaid tax and unapproved modifications after relevant authorities had advised them through educational announcements.

General Department of Customs and Excise director-general Kun Nhem told The Post on Thursday that even though announcements had been made, his department noticed that regulatory violations continued to happen.

“The activities of buying and selling, possessing unregistered vehicles, tax invoices and fake stickers, vehicle identification cards, number plates, and illegal modifications, etc are still happening. Of the unregistered vehicles, lorries and tourism vehicles are the most common offenders,” he said.

“We’re using many ways to [ensure they] comply. Without exception, action will even be taken against vehicles bearing state number plates. This is because some state number plates can be illegal too,” he said, adding that they had acted against hundreds of such vehicles.

Customs and Tax Revenue Collected beyond Target; Cambodia to Achieve 7.1% Economic Growth

Phnom Penh (FN), Dec. 26 – Cambodia's Prime Minister HE announced that the General Department of Customs and Excise and the General Department of Taxation have collected more revenue than the set target, exceeded over USD 1.4 billion.

The announcement was made at the graduation ceremony of the National University of Law and Economics (RULE) on Thursday.

“Fortunately, this year's revenue has already exceeded USD 1.4 billion over the plan. The Customs Department, as of 25 December, has collected USD 920 million beyond target, whereas Taxation collected USD 513 million over the plan,” said Prime Minister HE.

Head of the Royal Government of Cambodia confirmed that thanks to effective public financial reform, Cambodia’s tax and custom revenue have grown substantially, and that the economy expects to achieve 7.1 percent growth in 2019.

It is worth noting that international financial institutions such as the World Bank, Asian Development Bank (IMF) and International Monetary Fund (IMF) have predicted that Cambodia's economy will grow at 7 percent by 2019. The sector that has driven Cambodia's economic growth is supported by the continued growth of exports, strong domestic demand and the boom in construction.
