Total Eren buys 74-MWp solar farm in Cambodia from Risen Energy

November 4 (Renewables Now) - Paris-based independent power producer Total Eren has acquired a 73.9-MWp solar PV farm in Cambodia to enter the renewable energy market in the country.

Total Eren said on Thursday that it has bought the plant’s project company from Chinese solar technology maker Risen Energy Co Ltd (SHE:300118), which developed, built, financed and commissioned the solar farm in March 2021.

Financial details of the acquisition were not disclosed.

The solar farm is named Battambang and is located in the namesake province in north-west Cambodia. Battambang’s output, which is estimated at about 115 GWh per year, was procured in August 2019 by national utility Electricite de Cambodge under a 20-year power purchase agreement (PPA), Total Eren said.

The Battambang project was financed through a USD-45-million (EUR 38.9m) loan extended by German Development Finance Institution DEG, part of the KfW group. It is also the first solar project that Risen Energy completed in Cambodia.

Risen Energy will remain with the solar farm to perform maintenance services for the next two years.

B938m loan secured for solar energy project in Cambodia

B.Grimm Power Plc (BGRIM), Thailand's leading industrial power producer, has secured US$28.1 million (938 million baht) in a syndicated loan from three top Thai banks to finance its solar energy project in Cambodia.

Under the 15-year accord signed on Oct 28, Kasikornbank (KBank), Export-Import Bank of Thailand (Exim Thailand) and Bangkok Bank have made available the funds to Ray Power Supply Co (RPS), a wholly-owned subsidiary of B.Grimm Solar Power 1 Co.

RPS operates the 39-megawatt solar photovoltaic facility in Banteay Meanchey province that came on stream in December last year.

"The loan is a vote of confidence by top Thai financial institutions in BGRIM at a time when fundraisings in general are significantly hampered by the effects of Covid-19," said Harald Link, chairman and president of BGRIM.

"RPS's ground-mounted solar power facility is considered a success for being completed on schedule amid many restrictions, including the pandemic's effects and severe floods in the construction area throughout 2020," Mr Link added.

The facility's output began supplying the Electricite Du Cambodge (EDC)'s grid on Dec 15, 2020 under a 20-year agreement. RPS is the first solar energy project in Cambodia which has secured a firm power supply guarantee from the Cambodian government.

Agriculture sector sees promising future for solar-power equipment

Minister of Agriculture, Forestry and Fisheries Veng Sakhon said solar-powered agricultural equipment had the potential to help Cambodia’s farmers withstand the impacts of climate change and that it could also reduce production costs and greenhouse gas emissions for the Kingdom’s agriculture sector.

Sakhon said on November 10 that the solar-powered equipment in question included water pumps, egg incubators and dryers.

He noted that solar-powered water pumps were perfect for smaller scale irrigation of crops for families and that they can have a pumping power of two to five cubic metres per hour and can even operate in ponds at depths of up to 15m or 20m. The equipment – which has a life of 10-15 years on average – pumps water at night and charges itself during the day.

Solar egg incubators, on other hand, are designed to operate while storing energy at the same time and can do so due to their overall lower demand for energy. They keep eggs at a temperature of 37.5 degree Celsius with 65 per cent humidity around the clock by drawing power directly from the solar panels during the day and from storage batteries at night.

Veng Sakhon said the integration of these renewable energy technologies into agricultural production and processing is the best option available for achieving reduced production costs while tackling the problem of climate change and helping Cambodia to meet its climate commitments by eliminating the environmental pollution of greenhouse gas emissions.

Biggest solar farm set to more than double in capacity

Plans are underway to expand the capacity of the Kingdom’s largest solar power station, by nearly 167 per cent from 90MW to 240MW, to help meet demand and reduce energy costs, according to the head of state-run electric utility Electricite du Cambodge (EdC).

Owned and developed by SchneiTec Co Ltd, the solar farm was built at a total cost of $28 million with an initial capacity of 60MW on a 135ha site in Ansar Kdam village, Sna Ansa commune of Pursat province’s easternmost district of Krakor. It is located within the boundaries of Krakor Special Economic Zone*.

During a visit elsewhere in the district on January 16, EdC director-general Keo Rottanak commented on the value of the record-setting project as a clean energy source, and confirmed that Prime Minister HE had agreed to the expansion, according to local online media outlet Fresh News.

Rottanak sees the project as the future location for field trips and research experiences for students, technicians and scientists, as well as a source of great pride for the people of Krakor as well as Pursat, which he said was selected by the government to develop the labour market and cut migration.

Pursat provincial governor Cheav Tay told The Post that the generation of solar power has greatly benefitted the people of Pursat as well as other provinces.

“Solar-generated power does not adversely affect the environment and helps push down electricity rates,” he said, noting that electrification in Pursat now exceeds 90 per cent.

He also noted that a South Korean-developed 80MW hydropower plant in Pursat was now 10 per cent complete.

Remaining Villages to be Equipped with Solar Power
AKP Phnom Penh, February 02, 2022 --

Ministry of Mines and Energy (MME) in collaboration Electricité du Cambodge (EDC), and Electricity Authority of Cambodia (EAC) is seeking the possibility to equip solar-mini grid systems at the villages that have not been electrified.

Currently, 13,818 villages or 97.53 percent of total villages nationwide have been electrified while some 350 others, about 2.47 percent, have not yet accessed the electricity, according to the Salient Features of Power Development in the Kingdom of Cambodia until December 2021 report co-produced by the MME and EAC issued this week.

The ministry stated that the 350 villages are mostly located on islands, flooded areas during the rainy season, areas without road access, floating areas and remote areas with scattered population.

“The MME, EAC and EDC have been seeking for possibility of supplying electricity to the remaining villages through Solar Mini-Grid Systems and through the projects of distributing Solar Home Systems,” the ministry said.

In 2021, the ministry has received fund from the UNDP Cambodia for Solar Mini-Grid Systems in order to supply to three villages in Kampong Cham province.

The EDC is also planning to distribute 10,000 Solar Home Systems for uses in remaining villages.

Asian Development Bank to support solar and battery project in Cambodia
Cambodia targets carbon neutrality by 2050

The Asian Development Bank will finance the development of 2 gigawatts (GW) of solar power projects in Cambodia, the bank announced on Tuesday.

The bank signed a mandate with Cambodia's national utility company Electricite du Cambodge (EDC), which will also help the country achieve its goal of carbon neutrality by 2050.

Under this mandate, the bank will help EDC conduct a nationwide study on opportunities for additional solar power capacity in combination with a battery energy storage system to be implemented from this year through 2030.

The bank will also assist EDC in a 100-megawatt pilot project identified under the study. The pilot project is expected to mobilize up to $100 million of investments and serve as a model to replicate fast and efficient procurement of affordable renewable power in Cambodia.

Solar PV capacity is expected to exceed 3 GW in 2040.

November 15 (Renewables Now) - The Asian Development Bank (ADB) announced today that the first 60 MW of the 100-MW solar photovoltaic (PV) partnership with Cambodia's state-owned utility Electricite du Cambodge (EDC) were connected to the grid.

Known as the National Solar Park, the project was divided into two phases -- 60 MW and 40 MW -- with international auctions organised to bid out the schemes to the private sector.

In order to execute the first phase of the PV plant, a tender was held in 2019 in which Prime Road Alternative Co Ltd emerged as the winner with a bid of USD 0.03877 (EUR 0.038) per kWh, which was the lowest solar power purchase tariff in Southeast Asia at the time.

China’s Trina Solar Co Ltd (SHA:688599) bid USD 0.026 per kWh in the 2020 auction and won the competition for the remaining 40 MW.

ADB recently announced it will oversee a programme for the deployment of 2 GW of solar power capacity in the Southeast Asian country. The bank signed a transaction advisory services mandate with EDC regarding opportunities for combined solar and battery storage development.

Phnom Penh: Cambodia's solar park is being connected to the national grid with 60 megawatts of solar power (PV) in partnership with the Asian Development Bank (ADB) and Electricite du Cambodge (EDC). The National Power Supply Authority in developing a 100-megawatt (MW) national park has reached a milestone with its first 60-megawatt solar power plant (PV), which is connected to National Electricity Network.

ADB President Masatsugu Asakawa during a visit to the National Solar Park on November 11 stated that "solar energy production must be an integral part of Cambodia's efforts to expand accessibility." Get affordable energy and the transition to cleaner energy as well. "ADB is pleased to support the establishment of the National Solar Park, an important project not only for Cambodia but for Southeast Asia as a whole."

The National Solar Park Project has demonstrated the potential for effective large-scale solar energy development in Cambodia through the mobilization of resources from both the public and private sectors. In this project, an internationally competitive bidding process is designed to bid for the private sector in two phases: 60 MW and 40 MW.

The Asian Development Bank (ADB) was Cambodia's first development partner to fund solar farms, and with this new National Park, ADB is once again working with Cambodia to increase "the country's solar energy supply to more than 10% of the total energy supply."
Under the recently approved Master Plan for Energy Development (2021-2040) (developed with technical assistance from the ADB), the contribution of solar energy in the country is expected to increase to 1,000 megawatts by 2030 and more than 3,000 megawatts by 2040.

Ministry of Mines and Energy to build small solar power stations in nine remote villages in Ratanakkiri and Kampong Chhnang provinces

Heng Kunleang, director general of the General Department of Energy of the Ministry of Mines and Energy, said this morning that the implementation of the renewable solar energy project in remote areas started in March 2022 and will continue up to February 2024.

The project is supported by the Embassy of Japan in Cambodia and implemented by the United Nations Development Program (UNDP) in Cambodia with a total budget of 200 million yen (approximately US $ 1.62 million) to provide 1,300 households with supplies of clean, sustainable, affordable, and reliable electricity, through the development of small solar power plants for small isolated communities.

He added that the solar power project will be implemented in both Kampong Chhnang and Ratanakkiri provinces.
- In Kampong Chhnang province, there are 6 villages involved: Pralay Meas village, Krang Pdel village in Pralay Meas commune, Kampong Leng district, Damnak Reach village in Kampong Preah Koki commune. Boribo district and Thnal Chheuteal village, Peam Khnong village and Slot village are in Phum Touk commune, Kampong Leng district,
- Ratanakkiri province has 3 villages designated for the project : Phum village is in Sesan commune, Ta Bok village in Ta Veng Leu commune and Pa Hoi village in Koh Pang commune, Ratanakkiri province.
