I am a close friend to the former airport director in place during the first renovation round. He told me it was very good.
Also it is Vinci that did the job and they are one of the (if not) the leading worldwide airport operators.
Duncan assertions sound a but dubious if he can't back them up.

I see they updated the baggage handling system, hopefully they've removed the macerator.

Sihanoukville runway to be completed by midyear

By midyear, Sihanoukville International Airport will be able to handle the land-in and take-off of long-haul aircrafts when the standard runway is extended to 3,300 metres.

The completion of the runway extension coinciding with the airport seeing high year-on-year growth of passenger traffic.

The extension along with a terminal upgrade has been completed by Cambodia Airports, the company that manages the country’s three airports, at a cost of $21 million a year.

Work on the building terminal has also been started, said Khek Norinda, communication and public relations director of Cambodia Airports.

“The runway extension will allow for the handling of bigger and long-range aircraft, is scheduled to be completed in around mid-2020. We have also launched works for a new VIP terminal and for a temporary new arrivals hall,” Mr Norinda said.

Figures from Cambodia Airport show that Sihanoukville International Airport saw a 158 percent year-on-year rise to 1.6 million in 2019.

Sihanoukville International Airport to get new terminal
The construction of a new terminal at Sihanoukville International Airport is expected to facilitate 3.6 million air passengers for 2020-2030.

The update was unveiled in a meeting between Mao Havannal, Minister in charge of State Secretariat of Civil Aviation of Cambodia and Mr. Alain Brun, Chief Executive Officer of Cambodia Airports here in Phnom Penh recently.

Mao Havannal underlined that the construction of the new terminal is a part of a project to expand Sihanoukville International Airport.

It is the first stage of the planned construction of a total three phases which will eventually allow handing capacity for 5 to 10 million passengers from 2030-2040, he added.

Wrong. that was based on tickets bought an paid for, not actuial arrivals. Including cancelled flights is cheating

There’s a lot more to the process than simply making the runway longer and stronger.

In broad terms
Runway length is a factor in takeoff and landing distance, along with temperature and air pressure, which affect aircraft mass. Often not appreciated are the clear areas on the takeoff path and approach path. These go on to affect the takeoff and landing mass that a particular aircraft type can perform to.

Runway strength then determines the capacity to handle the aircraft mass once it’s on the ground. Likewise, the taxiways and apron areas. It’s all very well being able to land and stop in the distance available, but somewhat embarrassing when the aircraft subsequently sinks into the surface.

PCN and ACN being important terms/numbers, here. Pavement Classification Number and Aircraft Classification Number. Basically, so long as the pavement number is higher than the aircraft number, (stronger than the the forces exerted by the aircraft) you’re good to go.
Folks have got it wrong in the past.

So, on a limited budget, an airport might be able to upgrade it’s runway(s) to accept certain aircraft, but may not be able to handle an aircraft at its heaviest mass, either on the runway, on the taxiway, or the apron. That’s where the accountants probably really get involved, weighing up potential revenue incomes against outlay to be able to handle those customers.

Your so right. And if you look at the area , a valley between two large hills, the runway is like the skin of a rice pudding . There is no solid ground under it.

Runway extension in Sihanoukville Airport to be completed in June

Sihanoukville International Airport will be able to handle long-haul aircrafts’ landing and take-off from June this year after the 3,300-metre-long runway extension project is completed.

The completion of runway from 2,800 metres to 3,300 metres at the airport will allow Cambodia to handle the landing and take-off of long-haul aircrafts from further distance including Europe, said H.E. Chea Aun, Secretary of State and Spokesman of the State Secretariat of Civil Aviation at a recent press conference.

“Currently, the three international airports can handle medium-haul aircrafts from China or from Qatar, but after the completion of runway extension, Sihanoukville International Airport can handle landing and take-off long-haul aircrafts for example from Paris to Cambodia,” H.E. Chea Aun said in a recent press conference at the Office of the Council of Ministers.
