If you plan to print in China and import to here you can drop me a PM I can set up the whole thing easily.
I can manage to have your magazine (assuming a 5000~ copies print run 14cmx21cmx0.5cm~) delivered for Less than 0.1$ (including all fees) each directly to PP in about 12days.
Also if you want to operate tax free you can setup an Hong Kong trading company which will act as the publisher and collect the advertisement revenue. Selling the company set up in HK in the future also is going to be more profitable than a local company which could be subject to a number of issues.

I prefered to print in Cambodia if price and quality is ok. But did not have a lot of success looking for printer. Now my Khmer friend is going to get quotes.

But China is good alternitive. Will send you a PM a little later.
OP, if you are serious about it all you stop guessing, you stop using non-government websites as an official source, and you make an appointment with a knowledgeable accountant like PWC. Your first half hour or hour will probably be free of charge, and that hour might prevent you from making a thousand expensive mistakes over the next years.
I am very serious and I am trying to get as much information as I can. But since I am still in Holland at the moment I can not visit the ministry or accountant personally at the moment.
I have already lots of info, my Khmer friend did call to some ministries. So I hope to be well prepared. I am going to aply for licience for publishing early next year.

I had an offer from an accoountant to set up a PLC. Did cost only 17000$ and 6000$ yearly costs
Most accountats are extremely overpriced. Hard to find a good honest one.

I have just done this-
arrived 23/11 E-visa at airport $35
took passport to agent, EG received 2-days ago $175
must leave 23/6/18 unless I get job/business and apply for work permit and apply for EB (not going to do this)

hope that helps

So it is:
Have been looking into the visa thing. Am I right, is this possible?
- Arrive in SR, take E visa one month YES
- Apply for EG 6 months. (extention posible?) YES (NO)
7 months take flight to bangkok 2 x 25$ airasia, YES
- have a nice night in Bangkok MAYBE, sure will :beer3:
- Arrive in SR, take E visa one month YES
- Apply for EB 3 months. (extention posible?)
4 months take flight to bangkok 2 x 25$ airasia, YES
- have a nice night in Bangkok MAYBE sure will :beer3:
- return to SR and .....

Having to go to bangkok every 4 months is no punishment
If the project kicks in I can decide than to register company in Cambodia or as Hong Kong trading company
