Yes they do, but again as @Kammekor points out, the fees are probably also prohibitive - and as @xandreu adds, nobody has PayPal which is just plain daft for online sites.

Domestically there are solutions, international I'll definitely cede is nowhere near as easy in the Kingdom of Plunder.

look into setting up business in Hong Kong or Estonia
I have registered for the e-residency but it takes about 2 months to organise and then the closest place to collect the e-residency pack is China. (They do list Singapore but they say they only deliver to there 3-4 times per year)

Estonia does seem like the best option however.

How does someone legally live in Cambodia while running an international online business (so you're not actually working in Cambodia)? Surely it's not just a case of registering and obtaining a work permit as self employed?
Doing everything legally will be very difficult. Running an online business abroad while doing EG visa runs will be much easier.

The fact you have to jump through a lot of hoops to get the money from any PayPal account in the KoW makes Cambodia pretty much unsuitable to establish an international online business.

The mere fact that it is difficult but not impossible smacks of a business opportunity.

Get on with it and make it happen - if there is a market Cambodia will go with it!!

Grab Passapp proved it!!!

I'd wager that neither of those are profitable, along with a whole bunch of the domestic payment providers also. If changed to "Get on with it and make it happen #IfYouveGotMillionsToBurn" it might just work!!

Online business is extremely competitive and it’s hard to make serious money unless you’re king of the market or you’re able to find your own specialized niche and are able to keep it. Winning the battle by being the cheapest is just another race to the bottom not ending well.
Keeping up can be pretty difficult because it’s all moving fast. Especially if you’re more a salesman than a programmer (or you’re more a programmer than a salesman). You’ll need both unless you’re doing a really good business so you can outsource a part.

One problem is how are you going to send products. Cambodai EMS is now quite good and half the price of DHL but it limited. You can only EMS to 10 of the EU countries, for example so how are you going to posts stuuff. Thailand is much better connected for that.
Cambodia is not on a blacklist. i hve been through all this recently trying to sedn momney home. iw was put ona greylist as a potential money laundering target. Noen of mu uk banks have a problem with that. there are no sanctions involved BUT all the e-monbey companies use a third party compliance system and that may block Cambodia. Revolut and transferwse both block so you need a middel bank USD account , perhaps offshore

Maybe they do but the most common payment method by far online is PayPal, and apparently you have to jump through hoops that are ablaze in order to get them to deal with Cambodian businesses.

As others have pointed out, it's much easier to set up a business elsewhere and simply run it from Cambodia.
So you are saying IF you have a lot of sales, Paypal will deal with you? Just want to understand correctly.

Have you been in contact with them?

I can't even access my Paypal account from this IP. I would love to know that even accessing the account is possible!

PayPal will deal with you if you can provide an address outside of Cambodia and you're able to identify yourself if you want to receive serious money (>= 2.500 if I recall well), and you need a bank account outside Cambodia to transfer the funds to.

You can access your PayPal account from a Cambodian IP address, that's no problem, but since I'm using a VPN with a European server things are more stable with PayPal.

If you run an online business from Cambodia I strongly recommend using a VPN service.
