I want to open a small business with revenue not more than $1,000/month.

I want to register as an individual entrepreneur.

How much money does it cost? Where to go?

Cost may vary a little depending on where you are and what the business is. Go to the local Sangkhat and ask if you can do it there or if you need to go to a one stop shop. take someone who speaks Khmer because they probably will not speak English. They will advice you of cost.
The Sangkhat is the local administrative office. If you do not know where it is ask your landlord. You have to do it where your business will be, not where you live. In phnom penh prices can vary a lot depending on local "additional" expenses.

I imagine in the future barangs entering these kind of businesses will be strictly regulated and possibly limited to Khmers. Be aware. You are not qualified to do this job anymore than any Khmer, that is the way the govt looks at it. You may lose everything. You would be safer teaching, higher income.

Well that will may possibly entail some sort of additional license because it involves cooked food, depending on if you intend to park up and put out chairs or just keep moving. Be aware you will almost certainly have to pay the owner of the propert you park outside and the local police, and do not do it next to an existing Khmer burger bar unless you like visiting hospital
