Another option to at least control landed property, legally in your name under Cambodian law, is a minimum 15 year lease that's registered against the hard title at the Cadastral Office in Phnom Penh.
You still need a good lawyer to make sure the terms of the lease are in your favor as much as legally possible.
Could be a good option for a business, or a retiree that just wants to secure a place to live for the next ~30 years

I know I heard of some transaction where the foreigner owns the property through a company that the foreigner controls. Any Khmer owner of the shares would transfer voting rights of those shares to the foreigner and effectively give the foreigner the entire control over the property.
