Three-phase Port Terminal Construction Project to Boost Cambodia's Maritime Transport Sector
AKP Phnom Penh, June 08, 2022 --

The three-phase construction of new port terminal at the Sihanoukville Autonomous Port will boost Cambodia's maritime transport sector, with the first phase set to begin by the end of 2022.

Mr. Thai Rithy, Deputy Director General of the publicly-listed Sihanoukville Autonomous Port, said that the phase 1 of port terminal construction project will break ground later this year and is planned to complete in 2025.

Built at a cost of US$200 million, a concessional loan from Japan, the phase 1 will stretche over 350 metres long with 14.5 metres deep in water.

Once operated, it will be able to allow ships with up to 4,000 containers on board to anchor off, he said.

The 400-metre-long and 16.5-metre-deep phase 2 of the port terminal construction project and the 430-metre-long and 17.5-metre-deep phase 3 are scheduled to complete in 2028 and 2030 and will have the capacity to handle 10,000 TEUs and 15,000 TEUs, respectively, Mr. Thai Rithy pointed out in an interview with the National Radio of Cambodia.

“Once the three phases completed and operated, the new port terminal will help improve the transport sector in Cambodia, especially ensure the docking of deadweight container vessels in the Asia-Pacific region and respond to the increase in volume of container throughput via the port now and in the future,” he said. “With the deep port, we can integrate the shipping to all countries in the world. […] We expect that the transport costs would drop by about US$200 per container.”

The current handling capacity of Sihanoukville Autonomous Port is only 1,500 TEUs.

Japan loans Cambodia over $300 million to expand deep-sea port in Sihanoukville
Cambodia News (Phnom Penh): On 5 August 2022 the Ministry of Foreign Affairs and International Cooperation, issued a press release announcing that Prime Minister HE will preside over the signing ceremony of concessional loan agreements with Japan at the Peace Palace on 6 August 2022.
The signing ceremony will include:
1. Exchange of Letters and Related Documents between HE Prak Sokhon, Deputy Director Minister of Foreign Affairs and International Cooperation of the Kingdom of Cambodia and HE HAYASHI Yoshimasa, Minister of Foreign Affairs of Japan on Yen Concessional Loan in the amount of 41,388,000,000 Yen for the Implementation of Phase 1 of the New Container Port Development Project in Sihanoukville Port,.
2. Signing of the Concessional Loan Agreement for the above project between HE Hem Vandy, Secretary of State of the Ministry of Economy and Finance and Ms. Kameha Riko, Chief Representative of JICA in Cambodia.
The concession loan will significantly contribute to the expansion and modernization of the Sihanoukville Autonomous Port further the use of the deep-sea port for Cambodia and the region, in line with the commitment of both countries’ Prime Ministers earlier this year.
Prior to the signing ceremony, HE Yang Zhiyushima will pay a courtesy call to Prime Minister HE.

Sihanoukville Autonomous Port orders Mobile Harbor Cranes

Konecranes received its first mobile port crane order from Sihanoukville Autonomous Port (PAS) for two Generation 6 Konecranes Gottwald Mobile Harbor Cranes, which will be delivered in the fourth quarter of 2023. The new Konecranes means the PAS will offer a faster turnover for the increasing cargo capacity.
The Cambodian government owns and operates the PAS in Sihanoukville province, which is the country's only deep-water port.

Groundbreaking Ceremony for Sihanoukville Deep Sea Port

Cambodia News, Sihanoukville: According to Mr. Sun Chanthol, Minister of Public Works and Transport,the construction site of the expansion of the Sihanoukville Deep Sea Port will be opened on May 1 by Samdech Techo HE, the Prime Minister of Cambodia.

The first phase of the expansion of Sihanoukville Deep Sea Port will have a water depth of 14.5 meters to rapidly expand the scope of Cambodia's maritime cargo transportation.

With the support of the Japanese government, the Sihanoukville deep-sea port expansion project is planned to be built in three phases: in the first phase, the deep-water port will be expanded to a depth of 14.5 meters, while the second phase will have a water depth of 16.5 meters, and after the third stage, the port will have a water depth of 17.5 meters.

The Minister said that the expansion of Sihanoukville deep-sea port will allow large ships to transport goods directly from Cambodia to Europe and the United States without going through the ports of neighboring countries such as Singapore or Vietnam.

The construction of the first phase of the Sihanoukville Deep Sea Port is expected to be completed in 2025, which will enable 93% of ships in the Asia-Pacific region to dock at the port. The second and third phases are scheduled for completion in 2028 and 2030.
