I understand (feel free to correct me) is a foreigner could own soft title above ground floor in Daun Penh up to a few years ago, they then changed their minds and now you can't. And you can't sell your previously permitted soft title to another foreigner either. The current owners are a bit trapped.

This is the #1 reason I have never bought somewhere here and did it up to my spec. You simply cannot trust the government not to announce one day that all these schemes to get around the law are illegal and fraudulent and they will all get unpicked, very expensively.

There is no way on Gods green earth I am ever going to trust a Khmer to hold my property in their name.

This was never legal. People got screwed by local officials misinterpreting the law. Just keep on renting. Its cheap now. You must have some balls to participate in these kinds of markets. People lose far more money investing in bars here than lose on real estate.
