Transparent reporting of garment factory compliance in Cambodia is continuing to help to improve conditions for workers, according to a new report.

In its third online transparency report, the International Labor Organization (ILO's) Better Factories Cambodia (BFC) programme said two of the 13 factories in the Low Compliance group had made 31 improvements and moved off the list.

The Low Compliance group covers factories whose performance falls two standard deviations below the mean for compliance on 52 key issues.

One-fourth of the 95 factories added to the list made improvements on 21 basic legal requirements, while the total number of Critical Issues violations down 30% to 75 between July and September.

Meanwhile, 38 of those factories were already in full compliance on all 21 requirements, with another 12 making sufficient improvements to move into this group.

The data from before and after transparency have helped to illustrate the impact of transparent reporting on working conditions and worker rights, the ILO said. Factories conducting regular emergency evacuation drills rose from 57% to 76%, while factories discriminating against workers dropped from 15% to 7%.

"We are encouraged by the improvements that have been made by these 248 factories since the Transparency programme began," said sBFC chief technical advisor Jill Tucker. "In many cases, factories had failed to make changes over a period of years, but they are now taking action as a result of transparent reporting."
