It's not to scale, it's the Prek Pnov Bridge. The one on Google Earth is probably the bailey bridge that was used temporarily while they were building the second Chruoy Changva Bridge.
Your both wrong. I took this photo of it just a few days ago about one or two km north of the Japanese bridge .
Fair enough, I didn't realize there was a new bridge going up there. The circle saying Okhna Ly Yongphatt is confusing as his development is across the Prek Pnov bridge.

Lots of vehicles crossing when I was there. The pic makes it look like it's only half finished , but not so.

Phnom Penh Welcomes 583 Construction Projects with Investment of $1.3B

Phnom Penh (FN), Jun. 16 – Within the first five months of 2020, Cambodia’s capital Phnom Penh welcomed 583 construction projects, worth of USD 1.3 billion.

The statement was made by Director of Municipal Department of Land Management, Urban Planning and Construction Sarin Vanna at a press conference held at the Council of Ministers on Tuesday.

Phnom Penh Anticipates Another 43-Storey High-Class Condo Building

Another 43-storey high-class condo building branded Le Condé BKK1 is expected to emerge soon at Sangkat Boeung Keng Kang I, the heart of Phnom Penh capital.

The information was shared in a recent press conference to launch the sales office of Le Condé BKK1’s project here in Phnom Penh.

Speaking on the occasion, Mr. Cui Hui, Marketing Director General of Wangfu Guo Ji Property Development Co., Ltd., underlined that the firm is investing in the project with full confidence with the solid growth and enabling investment climate in Cambodia.

Costing approximately US$15 million, the modern condo building will encompass a total of 1.4 square killometres – home to sport areas, restaurants, libraries, playgrounds for kids and beyond.

The construction of Le Condé BKK1 is made possible through a collaboration between Wangfu Guo Ji Property Development Co., Ltd and Sichuan Huashi Group, a big contractor company of China.

Cambodia’s construction sector attracts 3.8 billion USD in H1
Cambodia attracted a total of 3.84 billion USD worth of construction investment in the first half of 2020, up 13 percent from the 3.39 billion USD recorded in the same period last year.

Phnom Penh (VNA) – Cambodia attracted a total of 3.84 billion USD worth of construction investment in the first half of 2020, up 13 percent from the 3.39 billion USD recorded in the same period last year.

A recent report by the Ministry of Land Management, Urban Planning and Construction showed that the country licensed 2,522 construction projects during January-June, up 23 percent year-on-year.

The construction sector has generated 170,059 jobs in Phnom Penh. Unskilled labourers can earn around 10 to 15 USD per day, while skilled ones can earn between 15 to 25 USD per day, and specialised skillsets like engineers, architect and experts can earn much more.

Chairman of the Cambodian Valuers and Estate Agents Association Chrek Soknim said that the country’s real estate sector will recover soon after the COVID-19 pandemic, with locals seeking to resume transactions./.
