I thought major sewer/water improvements are starting early next year in Sihanoukville (some parts already under construction). New power plants are under construction as well. Also roads are being widen and new ones built all the time. And all the bigger projects have big underground parking garages as well. But yeah, I agree city planning the infrastructure is lagging behind.
There is but growth rate versus what is coming on line don't line up. Big problems looming.

Demand for water in capital increases

The general director of the Phnom Penh Water Supply Authority yesterday said that the capital is facing a shortage of water as facilities across the city struggle to produce enough to meet rising demands.

Accompanied by the newly-appointed French Ambassador, PPWSA general director Sim Sitha said the city will needs to produce and distribute about 600,000 cubic metres of water per day to all of its 1.5 million residents.

Currently, Phnom Penh is able to produce about 560,000 cubic metres of water per day, he noted during a visit to the Niroth Water Treatment Plant in Chbar Ampov district.

“We still lack clean water to supply suburbs and we are trying to expand the network,” he said. “Right now, what we do is connect pipes and distribute water by trucks.”​ He added that the lack of clean water is due to a low output from Phnom Penh’s water plants. However, the PPWSA said it is planning to build larger water treatment plants.

Its been interesting.

I've been living out Chbar Ampov way for about 3 years and the first year and a half was very bad for water.

Frequent water stoppages meant that nearly all the homes in the neighborhood had to buy big water tanks to sit on the roofs. Also the water pressure was crap. You'd barely get a trickle on the third floor, so also, most homes had to get those little water pumps to help push the water up to the higher floors as well as keep the water tank full.

Just within the last year, the water pressure has gone sky high. When it started I got a few small leaks from a couple shower outlets.

And now, my precious bum-gun nearly rips a hole in my sphincter if I'm not careful.

Now, walk around the neighborhood of an evening and you'll never hear a single water pump chugging away, when before it was constant and everywhere. Our little pump still sits, like some forlorn cold warrior, slowly rusting away.

Firm puts down $531M for capital plot

Chean Chhoeng Thai Group Co Ltd, a sister firm to China’s Yuetai Group has announced a more than $500 million investment to develop a parcel of land along Phnom Penh’s riverside, indicates approval documents from the Council for the Development of Cambodia (CDC).

Acquired through a 50-year lease agreement earlier this year from Phnom Penh Autonomous Port (PPAP), the 9.25 hectares along the Tonle Sap river went for a fee of just $16.5 million .

Yuetai Group is a Chinese developer that operates various property projects in Cambodia such as East One and East View. It plans to build a strip of luxury condominiums and office towers on the land.

According to a press release, the CDC has approved some $531 million in investments in the project, which is said to create 21,684 jobs.

The investment approval comes after the lease agreement was signed on July 19, handing over the strip of land that stretches from the Chroy Changvar bridge to the capital’s Night Market.
In March, the land had been reclassified from “state-public” to “state-private” in a sub-decree signed by Prime Minister HE.

PPAP additionally signed a lease agreement with another Chinese company, Yunnan Shengmao Investment, for over 10 hectares in the capital’s Russey Keo district.

The firm plans to build a $1 billion commercial centre during its 40-year tenancy. The rental fee for this deal, however, was not disclosed.

one has to wonder, If any of this investment will make the lives of locals any better or ONLY line the pockets of the ones in Power

Are the Locals in SNV any better off now than 2 years ago?

I agree, I'm quite sick of the 'create 21,684 jobs' type narrative.
Are they even Khmer jobs?
Do they get shares in the project?
The reality is probably that Khmer workers are paid subsistence to "improve" the area (make it more expensive), which will actually make them worse off in the overall scheme.

If you think traffic is a bitch along there now....how the hell are you going to service a complex there on that puny road?
Part of the plan is for the company to build a second public road along the Tonle Sap parallel to the current Sisowath Quay. In my humble opinion it's a terrible plan, that part of the riverside north of Wat Phnom and the Port area etc could be developed into an attractive park, and add a lot of value to the city and prospective developments to the west of Sisowath. Instead a long string of blocks will be built blocking the view and breeze for everyone.
